Promotion of Small and Micro Enterprises amongst Tribal Communities |
Objective:
To provide financial and technical assistance for Promotion of sustainable Small and Micro Enterprise by the tribal families.
Background:
South Rajasthan is consisting of the 5 most tribal districts of the state and being inhibited dominantly by the local tribal families, who have been deprived of their access to main stream of development and their means of living is mainly dependent on rainfed agriculture, labour, migration, small dependence on forest and also on few locality based small enterprises. The cases of bonded labours and child migration to BT – cotton field is also very common among most of the families and almost all the community in the reason is being exploited by the well of people in the vicinity since long.
SE Promotion “Gramnidhi” is a new initiative by RMoL to promote microfinance and entrepreneurship among the tribal families in Udaipur district. In this project RMoL in coordination with Centre for Environment Education (CEE), 6 local NGOs, Cluster & SHG representatives has been providing technical, financial and handholding assistance to the 163 tribal families to enable them to become potential entrepreneurs. For implementing this idea RMoL, CEE and other project stakeholders have devised a committee called “Gramnidhi” the Secretariat, consisting of 6 partner NGOs, Cluster and SHG representatives to ensure revolving of fund through loaning and repayment. Two funds are being managed by this committee which are
(a) Enterprise Fund (EF) of Rs. 14 lakhs as the revolving fund (provided by UNDP) and
(b) Technical Assistance Fund for training and technical assistance for Package of Practices (PoP), backward and forward linkage.
This approach of both credit and technical support provision at tribal women level has really enhanced the entrepreneurial ability among the tribal community. RMoL with its implementing stakeholders has tried its best in developing better institutional arrangements at this committee level to benefit more tribal entrepreneurs in Udaipur and surrounding tribal dominated districts through adaptation of better M&E system. The main SMEs identified for expansion by the local tribal and particularly by women SHG members are the dairy with Geer breed of cows, poultry, papaya cultivation, Ratanjot seed collection and selling, running small shops and Sirohi goats as the sustainable enterprises. The agency has also developed the PoP and risk mitigation tools for these identified enterprises. Special focus has also been given on capacity building of SHG members, cluster leaders, NGO staff and strengthening the Gramnidhi committee (GNC) consisting of the local SHG, Cluster, Federation, 6 NGOs, CEE and RMoL representatives.
RMoL and the other stakeholders collectively attempted to explore the monitoring and evaluation processes that support both learning and accountability at local level and its inclusion with the RMoL and UNDP.
Outcome: Ensuring Promotion of sustainable Small and Micro Enterprise by 163 tribal families (already covered 50 tribal families in Udaipur district in year 2009.)

State Level Strategic meet on Convergence for Promoting Livelihood in Rajasthan |
Background
Government of Rajasthan (GoR) is implementing array of development schemes for the rural and the urban poor through various line departments and developmental agencies. In order to achieve optimum utilisation of government resources targeted at poverty alleviation and livelihood promotion, there is a felt need for bringing about ‘convergence’ amongst the government and non government initiatives.

The state level strategic meet was organised with the aim to achieve following objectives:

To facilitate this process in most effective way, Rajasthan Mission on Skill and Livelihood (RMoL) in association with United Nations Development Programme, India organized the 1st and 2nd phase of “State Level Strategic meet on Convergence for promoting Livelihood in Rajasthan” in Jaipur on 25th May, 2010 and in Udaipur on 5th of August, 2010.
Total 40 and 81 participants which included Principal Secretary, GoR; Chief Secretary, GoR; Directors, GoR; District Collectors; NGO representatives etc. have participated in 1st and 2nd phase of strategic meet workshop.

| Support Services for Migrant Labors in 3 tribal districts |
Objective: To ensure source and destination based support and services to migrants for their hassle free earning from migration.
Background: Migration is a major livelihood strategy for the rural poor of the tribal dominant districts of Southern Rajasthan or to the poverty stricken districts of Western Rajasthan. A UNDP-ARAVALI study in 2003 indicated that half the annual income in two-thirds of the households in South Rajasthan was due to migration. As migration is a major livelihood strategy for the rural poor, so for expanding support and services to migration dependent households, RMoL built the capacities of grassroots level organizations under its Annual Work Plan (AWP) 2008 and AWP 2009 to address the issues related to migrants and enable them to resolve them. RMoL has been assisting Ajeevika Bureau at Aaspur block in Dungarpur and Garhi block in Banswara districts for providing Support and Services to migrant workers. These support and services includes photo id provision, skill trainings provision, placement and other facilitation services to migrants at source and destination.
Outcome:
- Ensuring support and services to 2800 migrants (covering 2000 migrants from Aspur block of Dungarpur district and 800 migrants from Paloda of Banswara district in one year
- Also provision of photo – ID to 2800 migrants and vocational training and placement of 150 migrants in one year.
- Also Special Career Counselling to 600 migrant Youth

Establish Rural Employment Exchanges (REX) |
Objective: to enhance the employability skills and provide employment opportunities for the rural youth in Rajasthan.
Background: an initiative to offer the employment as well as employability services to the rural youth through the IT-enabled Rural Employment Exchange (REX), Rajasthan. The ‘Rural Employment Exchange’ as the name reflects caters to providing employment services and enhancing employability opportunities for rural youths. The REX model has been piloted in the District Dausa for providing employment services to the rural youths of the district. Based on the successful experiment of REX model, RMoL plans to up-scale REX model to 7 divisional headquarters (Jaipur, Ajmer, Udaipur, Kota, Bharatpur (or Alwar), Jodhpur and Bikaner) of Rajasthan and provide large scale employment and employability services to the rural youths. Up scaling of REX will be based on Hub and Nodes model. The Jaipur will act as state office which is Hub and there will be 7 nodes which will be set up in 7 divisional headquarter. It will be implemented through PPP mode. REX would provide the following services for youths: Youth counselling/assessment Services, Skill Training referrals for Youths, and Placement of Youths. For Industries REX will provide HR for Placement.The seven REX centres in all 7 divisional headquarters would provide the following services to the job seekers to make them more competent to ensure their placement with the potential employers:
Outcome: Seven REX centre is expected to deliver the following in one year:
- Ensuring walk-in of 45000 youth
- Counselling and assessment of 15000 youth
- Placement of 9000 youth

| Developing State Policy on PwD (People with Disability) |
The updates regarding developing a state policy on disability is mentioned below
- Mr. Samir Ghosh, a Consultant has been engaged by UNDP to develop a state policy on PwD. This will be done with support from RMoL and Department of Social Justice and Empowerment, GoR
- In this context four stakeholder workshops for State Disability Policy formulation have been organized on 26, 27-28th July and 11th August, 2010 in collaboration with the department of Social Justice and Empowerment, GoR. Consultation with primary and secondary stakeholders was done to understand specific issues related to each category of disability. In the first three days, the workshop focused on issues of the persons with speech and hearing impairment, persons with locomotor disability, blind, low vision, learning disabilities and women and disabilities. The third day focus was on issues of parents and care givers, academicians and professionals of persons with mental retardation, mental illness and multiple disabilities. The last day focused on the issues related to NGOs. The workshop helped in building a holistic perspective of disability so as to incorporate relevant aspects in the policy document.

| Convergence of various Livelihood Schemes / Programmes in Districts |
Objective: To exclusively work on dovetailing of various governments schemes with focused convergence approach by opening ‘District Livelihood Cells’.
Background: RMoL has initiated pilot projects in five districts (Baran, Banswara, Dungarput, Tonk, and Rajsamand) where RMoL official, who is a professional in livelihood issue, has been placed for close coordination with the district administration. This has ensured dovetailing of govt programmes and schemes executed & implemented in more focused and cost effective manner. In all these five districts “District Level Convergence Committees (DLCC)’ has been constituted and these committees are being chaired by the District Collector. RMoL district officer is the member secretary in these Committees. DLCC at district level identifies the key issues and accordingly draws appropriate strategy in consultation with all concerned, so that the desired goal is achieved. RMoL district official has also been nominated as member in the task force of PMEGP committee, SGSY special review committee, SC/ST Corporation, NREGA planning and Nav Jeevan Yojana.
Outcome: Establishment of convergence focused DLCC units in five districts and dovetailing of key flagship government programmes for their better impact at district level with special focus on inclusion of vulnerable and SC/ST families.

| Establishing Rajasthan Institute of Security Education (RISE) |
Objective: to enhance security services related skills of rural youth for ensuring their employment in growing Security Sector.
Background: RISE intervention provides unique opportunity to youth, where youth can do certified courses in security services as presently, there is lack of skilled manpower in this sector and also the training institutions for preparing security personnel are very less in numbers. Thus RMoL in coordination of the best 3 security service providing agencies (SIS, CAPSI and JEWCSL) has initiated the one month residential skill training program on security guard for the unemployed youths to equip them with requisite skills in all 7 divisional headquarters in Rajasthan. This course is being certified by IGNOU and the Global Open University, Nagaland. There are huge employment avenues in security jobs. The trained security personnel have employment avenues in establishments like corporate security, fire fighting, event security, housekeeping, industrial security, investigation & intelligence etc. The RISE has been running the security training courses comprising of hard and soft skills. The hard skill focus on providing physical training classes and soft skills focus on providing communication and computer skills. The institutions are running ‘Security Plus’ training course of RMoL.
Outcome: Seven RISE centre are expected to deliver the following in one year:
- Ensuring one month security training 5880 youth (already trained and placed 2332 securtiy guards in 2009-10)

Fishery Cluster Project at Banswad |
Background
Globally the fishery industry had grown significantly during the past three decades. At the same time export of fish/aqua products from India have also increased.
Rajasthan which is one of the border States of India, has rich aquatic resources to become a leading fish producer in the country, the prime fishery resource of the state being reservoirs to the tune of 1.53 lakh ha and ponds and tanks of 1.8 lakh ha.
A study conducted by Central Institute of Fisheries Education, Mumbai (CIFE) stated that total number of water bodies in Banswara district is about 438 no.; spreading in the total area of 21,969 ha which is highest in the state. Study also found Banswara as one of the high potential in terms of fishery development. The research estimated that total potential fish production in Banswara district is 88, 277 tonnes which is 3 times of present production.
Objective
- To promote livelihoods using a fishery cluster as an economic activity in the district of Banswara
- To undertake a pilot initiative using a stated approach to establish fishery as one of the economically viable option for livelihood generation in the identified geography
- To rejuvenate the water bodies through potentially use of water resources for fisheries development

| Sheep cluster Project at Bikaner |
Background
Agriculture and animal husbandry is the mainstay of livelihoods of people in Rajasthan. As there has been drought for consecutive 14 years in the state; majority of the rural livelihood depends on animal husbandry and wage labour. Sheep rearing being a traditional practice, it suits the livelihood demands of the poorest of the poor. State has 20-30% of India’s sheep and goat population; 40% of wool production and 42% of total mutton production with total number of people engaged in sheep and goat husbandry are more than 2.5 Lakh.
Bikaner geographically provides favourable environment for sheep rearing. Livelihood issues in rearing viz. herd size, malnutrition, poor health care and forward linkages are the major bottlenecks in developing this as viable activity.
Objective
- To conserve and develop the indigenous sheep breeds through the partnership with Department of Animal Husbandry so as to improve the production in livestock activities and enhance the income of beneficiaries
- To relook at the current practices of sheep rearing and develop systematic livelihood interventions to make it as a sustainable activity in the district of Bikaner

| Construction Academy |
Background
The construction sector has emerged as a major employer in the recent years. Mostly the people engaged in the sector are poor and come from the lowest strata of the society. These people do not get any institutional support to upgrade their skills. So as to impart skill development and training, construction academies at the ITI in all the seven divisional headquarter is established. The professional guidance is being taken from National Academy for Construction, Hyderabad which is an apex body for improving safety, efficiency and productivity of Indian construction Industry.
Objective
- To impart skill development and training in construction trades viz. plumbing and sanitation, mason and electrical household wiring
- To develop a trained workforce so as to meet the demand and hence raise the economic standard of the people engaged with.
Progress
- MoU signed with NAC, Hyderabad for transfer of knowhow and facilitation in establishment and running of 7 construction academies in Rajasthan

| Public Private Community Partnership Model Project |
Background
Construction sector ranks second after agriculture in terms of employment to the number of people and has contributed significantly to the 6.5% of GDP of India and is increasing over 11% per annum and employment has grown over 8.5% per annum. As per NSS survey, Rajasthan has over 2.5 million construction worker amounting to 11% of the total construction workforce in the country. State has a huge supply of unemployed youth who could improve their livelihoods by improving their capabilities to meet the growing demands of infrastructure growth.
As the institutional mechanism to fill the gaps is absent in the state, a Public Private Partnership model in association with Consolidated Construction Consortium Limited (CCCL), Chennai and Ajeevika Bureau, Jaipur was established.

- To train rural poor and provide placement support in the emerging construction sector in Rajasthan

- 2 Life Skill Camp were organised at Udaipur and Jaipur for the selection of trainees
- 29 candidates were selected and sent to CCCL, Chennai for 3 months construction trade training.

Promotion of Dairy Cluster in Tonk District |
Background:
The project is being implemented in Deoli block of Tonk district in Rajasthan, with the help of RMoL’s partner institution (SRIJAN). The beneficiaries are women, other marginal and minority communities.
Objective:
The objective behind this project is to develop professionalism in value chain of dairy business and help the poor dairy producers in comprehensive development and build collective organization. Through this initiative 350 poor rural families would be affected. These milk producer families are being provided technical support for increasing milk production and institutional support i.e. facilitating market linkage, so that they can get better prices for the milk.
Outcome:
We are able to connect 923 women through SHG formation in 25 villages. Milk Collection Centers (MCCs) are being formed and till date 13 MCCs are functional.

Mobile Skill Training Programme |
Background:
RMOL has been established to promote livelihood in the state. It is envisaged that through need based short-term skill trainings, rural as well as urban youth may be able to achieve a reasonable competency level and may either become ‘employable’ or ‘self employed’. The focus of RMoL skill training programmes is to cover around 80% youth who could not complete education up to 10th Standard level due to various impediments but have aptitude for acquiring skill sets relevant to their livelihoods. In this area RMoL has taken a unique initiative i.e. Mobile Skill Training Programme. It was felt that there were still a certain geographical pockets and demographics, which could not get benefit of the services of RMoL, may be because of absence of quality training institutions or lack of reach of such institutions or even the training providers might not able to generate much awareness or interest among those excluded. Keeping this in mind, concept of movable training institutions came into existence to reach the unreached and imparting training to their doorstep through mobile vans.

Background:
A study is being conducted on Existing Livelihood Patterns of Tribal’s and Livelihood Strategies developed for Improvement of Tribal’s in Southern Rajasthan. Apart from that to analyze the extent of migration among the various social and economic groups for supplementing their incomes and suggest alternative and new livelihood opportunities for livelihood enhancement.
