In a major bureaucratic reshuffle in the Government of Rajasthan, Sh. Manohar Kant, IAS, has taken over charge as Principal Secretary, Labour and Employment. The Labour and Employment Department is the administrative department for RMoL.

The name of RMoL as section 25 company (not for profit) has been approved by the Ministry of Corporate Affairs, Government of India. The name of company has been christened as ‘Rajasthan Mission on Skill and Livelihoods’. Memorandum of Article (MOA) and Article of Association (AOA) has been developed and other formalities of incorporating RMoL as company are being completed.
- In view of the need to rehabilitate beggars in Jodhpur, Sh. Rajnish Tuli, consultant has been identified to conduct the study. The study is under process and will be submitted by second weak of May. The study will come out with a detailed intervention plan for Jodhpur.
- It has been decided that RMoL will coordinate with Department of Labour and Employment and organize a workshop on Domestic Workers Security Act. The consultation will facilitate the formulation a policy on Domestic Workers Security Act in the state.
Skill Development

Under RISE project, in total 1100 candidates have taken training and are being placed. In month of April 2010, 14 batches of training have been completed (35 candidates per batch) and 490 candidates were pass out from seven RISE centers. All of 490 candidates were placed in various security industries.

Three districts i.e. Tonk, Rajsamand and Baran have been identified for imparting skill training through mobile vans. Training agencies for district Tonk and Rajsamand have been identified i.e. Bank of Baroda and SBBJ respectively. Selection of the agency for the district of Baran is in process.

Under Overseas Placement Bureau, training and orientation are given to the people going overseas for work. The scheme caters to the needs of all intending emigrants those who want to acquire skills or upgrade them to acquire overseas employment. The training is being conducted by support of partner agencies i.e. M/s Jas Consultancy and M/s Shree edu Serve Pvt. Ltd. The duration of training program is of 15 days. At present two training programs are being initiated in Jaipur, while one in Jhunjhunu and one in Fatepur Shekawati.
Initiatives for Livelihood Promotion

Under the Dairy cluster in Tonk, 3 veterinary camps were organized for benefiting 25 families. 40 Buffaloes were given treatment in the veterinary camp. The new MCC (Milking Collection Centre) was opened in village Chandni. There are 10 members in the new MCC. 15 new women SHGs are formed, in total there are 170 members in the SHGs. On 6th of April, a collective review meeting for Dairy project was held in RMoL Jaipur office with Department of Animal Husbandry, Dairy Union, SRIJAN and RMoL to monitor the progress of the project. The discussion focused on milk productivity enhancement, increase in per family income and the revival of 10 milk collection centres in Deoli cluster through dairy intervention. A fresh contract have been signed with SRIJAN for implementation of Dairy Cluster promotion activity in Tonk District
- Under the support services for migrant workers, in Aspur sub-center170 registrations has been completed, while 50 youth benefited by special career counseling (enterprise training, onsite training and life skill training). Under this activity, 17 students were trained. In Gadhi sub-center office premises has been finalized. The recruitment of staff for this sub- centre has taken place.
- In sheep cluster at Bikaner, out of the total 38 SHGs, monthly meetings of 34 SHGs were conducted during the month. In all 13969 sheep were benefited with veterinary services. So far 25 rams have been distributed to the target community. During the month, second phase training of SHG office bearers were conducted for 77 members on breed improvement
- Under the Kanjar project, the team of RMoL made visit to the project area at Jhalawar district to review the project and to have discussion with the beneficiaries. Three villages, Biriyakheri, Chandiyakheri and Titarwasa of Jhalarapatan block were covered during the visit. In the training program on stitching ten women are learning the skill of stitching on tailoring machine. The team also interacted with the SHG members and tried to understand their requirement and interest for training. A fresh MoU has also been signed with IFFDC for 2010.
- A proposal has been submitted to TADD on the various possibilities of collaboration with RMoL. Major activities on which TADD and RMoL could collaborate are REX, RISE, Construction academy, SME and RMoL skill training programs.
Monitoring and Coordination

Official from UNDP, Mr. Kaz (Programme Officer) paid review visit to RMoL on 12th April, 2010. The day was spent on reviewing the progress of activities planned in AWP, 2010.

A meeting was conducted with Dr. Devrajan, to brief him about the Kanjar project. The various issues related to the project were discussed with him. Detail discussions were held on the support required by the police department and local governance. Dr. Devrajan also showed interest to visit Jhalawar along with the Deputy Chairman, RMoL to see the result of the interventions.

Under Tribal SME project which is being implemented in Udaipur, a review and planning meeting had taken place and the partner NGOs are continuing their support to the 50 enterprises set up earlier. The terms and deliverables of the MOU have been discussed and finalized with Centre for Environment Education.

Under Construction academy, two days meeting held on 15th -16th April, 2010, at RMoL, with representation from Regional Director, NAC, Hyderabad, Department of Technical Education and Principals of seven division level ITIs to prepare action plan of construction academies. It has been finalized that the courses will commence by 15th June, 2010 in at least one trade. The Principals are scheduled to undertake the exposure visit to NAC in second-third week of May, 2010.

Under the pilot project for promotion of fisheries in cluster in Banswara district, the project review visit was undertaken by RMoL officer during the first weak of April, 2010 with the district fishery officials, IGS and ASSEFA team members and the fishery group members. A detailed meeting was undertaken with IGS on 17th April, 2010, at Jaipur to systematize project processes and draw monthly timeline to ensure project deliverable on time. A project review meeting was called on 22nd April, 2010 in presence of the Department of Fisheries officials in the Directorate, Jaipur. The meeting also deliberated on modalities of procurement of materials and ensuring departmental financial assistance in the project.

Under M&E exercise for RMoL, data capture format (DCF) was shared with partner agencies and other RMoL team members and coding formats were generated for DCF master data. To validate M&E system, sample data was put in program and found to be satisfactory.
Initiatives at RMoL District Offices

The District Manager, Baran visited Chabra to monitor the skill training program under Navjeevan Yojna. These trainings were on Buffalo rearing and motor driving. It was for the first time in the district, that motor driving training program has taken place.

The District Manager, Dungarpur developed a proposal to revive defunct dairy in Dungarpur and submitted to district collector for consideration. The district collector Dungarpur agreed upon reviving Dungarpur Dairy and has written formal letter to MD, RCDF, Jaipur thereby referring the proposal submitted.

The district administration has decided to utilize the expertise of The District Manager, Dungarpur to implement MGNREGA in partnership with NGOs. It has been decided by the district administration to make The District Manager, Dungarpur overall responsible to pilot projects under MGNREGA for pasture land development, plantation, soil conservation, and irrigation which are intricately related to livelihoods issues of poor families (under Category IV as per NREGA guidelines) in the district.

The District Manager, Dungarpur facilitated the process of transferring mobile van for computer education by the district administration under tripartite agreement where RMoL, district administration and NGO were the parties. The District Manager, Dungarpur was nominated in the committee formed by the district collector to receive the Mobile Van (bus) from Aide et Action and hand it over to Bhoruka Charitable Trust to educate youths of rural areas. The process completed successfully

The District Manager, Rajsamand participated in the meeting organized during the visit of Mr. Vijay Kumar Joint Secretary SGSY, MoRD. The main agenda of the meeting was to strengthen SGSY groups and to make Rajsamand district RUDSETI as model RUDSETI and improve livelihood opportunities in the district. After meeting it was decided to send a group of officials to Andhra Pradesh for studying the AP model of SGSY. The District Manager, RMoL will also be part of the study group.

On 1st of April, a field visit was made by District Manager, Tonk in coordination with the District Employment Officer to the ongoing skill training programmes conducted by District Computer Training Centre on ‘Computer Hardware’ and Mahila Jagriti Samiti. The visit was intended to monitor the programs as well as provide onsite inputs to the trainees. The irregularities found were discussed with the persons incharge, who assured to put the things in place

The District Manager, Tonk had a meeting with the District Industries Officer wherein various issues were discussed. It was agreed that DIC would support the trainees of RMoL supported skill training programs. The District Manager, Tonk would be facilitating linkages with banks for the same.

The District Manager, Banswara had a meeting with the Milk Union and the Department of Animal Husbandry. As per the initial plan, around fifty groups have been through out to be developed for the dairy interventions, the Managing Director has identified Garhi block as the probable block of interventions

The District Manager, Banswara had a meeting with KVK to identify the two areas of collaboration; the first being taking inputs from the KVK for the development of fishery cluster and a possible collaboration has been explored. KVK has also proposed to supply the fingerlings to the beneficiaries of the fishery cluster.
