Planning and policy advocacy

Dr. Lalit Mehra joined as the Principal Secretary, Labour and Employment on 04.09.2011 and the RMoL team met with him and briefed about the RMoL’s ongoing activities.

During the month, the Principal Secretary, Labour and Employment took regular meetings with the RMoL team to discuss and finalise the proposal to the State government on commencement of training of one lakh youth per annum to be initiated soon.

Five workshops were organized on the 17 chapters of the SPIP developed by RMoL under NRLM. Chapter wise detailed discussions held by RMoL team with the state NRLM and RRLP team. As per the workshops inputs, the further incorporation of the data and strategies in the SPIP document in progress.
Skill Development

Approval of 740 programmes to 244 training providers has been given for the year 2011-12. Skill training in 41 programmes started during the month.

RMoL sanctioned a sum of Rs. 95,06,106 to 100 training providers and released a sum of Rs. 70,66,504 to them. Also the guideline document-2011-12 has been sent to 244 approved training providers, for the current year.
- A district wise list of training providers has been prepared and courses sanctioned to them up to 31st August, 2011.
Initiatives for Livelihood Promotion

Under dairy project two new SHG’s formed and 4 are in progress. 3 trainings organized on various aspects of institution building at SHG level and were participated by 23 group members. In total 26 bank accounts for groups opened. 3 members linked in Insurance scheme. Further, a training was organized on Productivity enhancement in milch animals. 200 animals were also vaccinated through one vaccination camp organized in Kushalpura village. 11 AI done and 6 PD checks also done of which 4 have shown successful results. Out of 50 farmers, 44 farmers were assisted this month in their ongoing fodder demonstration, as per the PoP developed collectively.
- Under fishery project SHG strengthening process such as regular meetings and cluster meetings were undertaken. Group member were engaged in pond management to ensure fish does not flow out with pond overflowing because of heavy rain. Planning done for harvesting from September. Planning for stocking done from September 15, for procurement of seed local hatcheries tied up.
- Under sheep project, 52 SHGs meeting were organized in this month. Staff Monthly Meeting was also organized for review and planning. 2 Health Camps were organized in close coordination of the Animal Husbandry Department, in which 1992 animal treated, including 1186 Sheep's. 2 Vaccination Camps with Distt. Animal Husbandry Department was organized, in which 1059 animal vaccinated, including the vaccination of 695 Sheep. 317 (240 women) members participated in Sheep Breeding programs.
- Under Kanjar Project, in this month 19 SHG meetings were organized. 14 Dera Vikas Samiti meetings were also organized and in these meetings the kanjar youth and their families submitted proposals on Diesel Engine and other family level livelihood resource mobilization. 50 families linked with the SC/ST pop scheme and were provided loan for purchasing healthy Goat and Buffaloes. An awareness and vaccination camp was organized in coordination with the Health Department, GoR for sensitizing the Kanjar women on various health aspects and also their children were also vaccinated.
- Under the Tribal SME Project, Gramnidhi registration done by the district registrar and new account opened under Gramnidhi trust. Detailed meetings conducted with 65 SHGs of five partners in this month. A Planning meeting was also conducted with the partner organizations on new enterprise and proposal submission and also discussed existing entrepreneurs’ daily inputs requirement. Federation meetings were organized by all partners as per schedule, and discussion was held on SHGs’ regular meetings, Gramnidhi enterprises, and recovery. By Gramnidhi committee 34 entrepreneur’s proposal approved in last meeting on 5-8-2011. Gramnidhi committee meeting organized on 5th Aug 2011 at CEE office in Udaipur, and was attended by 12 participants. Under convergence, with the Animal husbandry department technical support provided to entrepreneurs in goatry, gir cow for good management practice for sustainable livestock based enterprises. Bank account opened for 3 new SHGs of Sangam sansthan.
- Under the TADD Child Migration Project, so far 185 demo plots (6 in August month) of ginger, maize with peason-pea, maize with urad and chilli has been provided to beneficiaries. Out of total 185, 41 demo plots have been visited by scientist team in this month. Value chain study for potential products is in progress and the first draft will be shared on 5th Sep, 2011. During the month order of 3120 chick of Nirvik variety are being done to MPUAT. Payments of chicks were made to the MPUAT University. These will be distributed to 104 beneficiaries. (30 chick per family). During the month, 48 youth has been linked with vocational training programs in mason and household wiring. 3 youths from Dungapur districts have been sent to Ambuja Export, Himmatnagar. District level coordination committee (DLCC) in Banswara was conducted on 26th August, 2011, under the chairmanship of District collector. In total 143 women members from 31 groups were sent on the exposure visit on Model SHG functioning in PEDO, Dungarpur Cluster and federations. In total 40 women members from 10 groups were provided training on record management (in 2 batches).
Initiatives at RMoL District Offices

The District Manager Udaipur attended a joint meeting of the District Level Coordination Committee (DLCC) and Task Force for Banswara district, which was held on 26th of August 2011 under the Chairpersonship of District Collector-Banswara. The findings of the ‘Household and Livelihood Profiling Study’ and ‘Market Study’ and the interventions taken up under agriculture, livestock and skill trainings was briefed. The District Collector emphasized on the need of coordination among different stakeholders to check the child migration and instructed the officials from different departments to take actions accordingly.
- A three days tour from 24th to 26th of August 2011 was undertaken by District Manager-Udaipur along with District Manager-Baran, to Banswara and Pratapgarh districts to monitor the progress under Child Migration Project. During the visit, field progress of agriculture interventions including demo plots of Ginger. Maize (intercropping with Urad) and nursery of Chilly was checked and inputs were provided to the field team for effective monitoring. Capacity building programmes of SHGs, records maintained and preparations for livestock and skill training interventions were also discussed.
- The District Manager Udaipur participated in a programme organised by Aide-et-Action on 16th of August 2011. The programme was organised to mark the inauguration of one programme and valedictory of another programme of the trainings supported by RMoL.
- The District Manager Udaipur, had a meeting with the new Additional District Collector of Udaipur. The officer was briefed on the Child Migration Project as well as the discussions were held on Convergence and Skill Training programmes of RMoL.
- During the month, meetings were held with the Additional Commissioner-TSP and other officials in Tribal Area Development Department. In the meetings progress report, utilization Certificate and proposal for second phase of Child Migration Project were submitted and discussions were held on Vocational and Mason training project
- On 18th of August 2011, The District Manager, Dungarpur organized District Level Coordination Committee in collaboration with District Child Protection Cell, UNICEF, under the chairmanship of District Collector with the objective to prepare collaborative Action Plan through convergence to free the district from child labour. It was aimed at developing an action plan to mainstream each and every drop out children and to link each and every vulnerable family through various social protection and livelihood schemes with the support of all the line departments and social organisations.
- In a meeting with District Collector, a coordination committee to coordinate with all the stakeholders working on restricting child migration from the district and support such families with livelihood support activities was formed taking The District Manager, Dungarpur as a member. The District Manager, Dungarpur was assigned the responsibility to prepare a holistic plan so that a particular family can be covered on “n” number of schemes to enable it come out of the vicious circle of poverty.
- The District Manager, Dungarpur had a meeting with the CPO, UNCIEF and had a discussion on planning for convergence with the activities of RMoL in partnership with TADD. The CPO, UNICEF shared its district action plan and ensured to extend all the possible support for convergence with the activities of UNCIEF in the district.
