Planning and policy advocacy
- The Government of Rajasthan in its budget speech for financial year 2011-12 dated 9.03.2011 had announced (Para no. 128) launch of the Rajasthan Skill and Livelihood Development Mission (RSLDM) consisting of the two institutions-(i) Rajasthan Council on Skill and Livelihood Development (RCSLD) and (ii) Rajasthan Skill and Livelihood Development Corporation (RSLDC).The Council is proposed to be set up under the Chairmanship of Hon’ble Chief Minister for policy direction and review of spectrum of Skill and Livelihood development and promotion efforts in the State. The present RMoL, which has been registered as Non Profit Company under Section 25 under the Company Act, 1956 will be renamed as the Rajasthan Skill and Livelihood Development Corporation.
- The RMoL team took part in the working group and wrap up meeting called by the Planning Commission, Government of India on 08.02.2011 to finalise the State’s Annual Plan 2011-12. The RMoL team apprised the Sr. Advisor of the Planning Commission about the progress made by RMoL in FY 2010-11 and the expected expenditure in FY 2011-12. The Sr. Advisor appreciated the RMoL efforts.
Skill Development
- Proposals of 18 existing and new training providers were examined. The Principal Secretary (L&ET) has been approved 30 training programmes out of 52 training programme. Total number of programmes approved by RMoL is 839 till 28th February, 2011.
- The mobile skill training project will be implemented in four districts i.e. Tonk, Rajsamand, Baran and Barmer. The mobile vans have been handed over to the identified agencies i.e. GVT (Gramin Vikas Trust), B-able (BASIX Academy for Building Life Long Employability) and BCT (Bhoruka Charitable Trust) for running the mobile van courses.
- Under the construction academy project, as per the MoU with NAC, Hyderabad a team of 4 officials visited all seven centres for certification process of trainees.
- On the invitation of the Principal Secretary, Labour and Employment, GoR, the Additional Director General, NAC Hyderabad, paid a two day visit to RMoL on 15th and 16th February, and held a detailed meeting with the Principal Secretary, Labour and Employment, the Director, Technical Education and other officials to discuss on modalities related to the establishment of a state level Construction academy at Jaipur. This academy will act as an umbrella organization to supervise all construction trade training centres in the state.
- The review meeting on the progress of Construction Academy was held on 1st Feb under the chairmanship of Principal Secretary, Labour and Employment, which was attended by the RMoL team, the Director, Technical Education, Principals of all the seven academies and the Chief General Manager, Avas Vikas Limited. The PS, L&E discussed on many issues and instructed for timely completion of all the activities.
- Under ‘E-Learning Programme’ CDs of the final copy of 3 courses with professional audio voice (Electric motor and Household wiring, repairing of electrical appliances and Diesel engine and pump set repair) have been prepared for their distribution to RMoL skill partners.
Initiatives for Livelihood Promotion
- Under the Kanjar rehabilitation project, as the result of rigorous follow up of the District Manager, Baran and District Coordinator, IFFDC, 47 applications has been sanctioned i.e. around Rs. 35000/ each project (total cost is Rs. 16, 45,000 and subsidy amount is Rs. 4, 70,000) under SC PoP to different branches and the purchasing for these members will be done in the months of March. Furthermore, 20 members of Hajadia village of Gangdhar block had been linked with the PoP scheme of SC ST Corporation in the goat rearing activity and all 20 applications has been sanctioned i.e. around Rs. 30000/ each project (total cost is Rs. 6, 00,000 and subsidy amount is Rs. 2, 00,000) under SC PoP to different branches and the purchasing for these members will be done in the month of March.
- Under the Project of Fisheries cluster, the implementing partner IGS submitted final report to RMoL with all the deliverables as per the MoU.
- Under the Tribal SME project, CEE has submitted the proposal for the year 2011 and the draft MoU has been developed as per the projected. Handholding support provision is on progress for the identified 163 enterprises to existing entrepreneurs involved in the identified activities.
- Under the TADD project, review meeting held on 25 February, 2011 by the Principal Secretary, TADD and the project monthly progress report submitted to the department by RMoL. This meeting was followed by a detailed meeting with the Principal Secretary, TAD and PA, Tribal Minister with RMoL officials for the sanctioning of 3 more proposals by TAD to RMoL and also on documenting the Child Migration project as per their input.
- Under the TADD project, progress in Feb, 2011 is as follows:
- 4000 household having cases of child migration identified from the 4 districts
- DLCC formation has been done in Banswara and Pratapgarh and in both the locations, first DLCC meetings has been convened.
- DLCC formation in Dungarpur and Udaipur is in process and the letters have been processed for the same.
- Field visits are being made by the District Managers and District Coordinators in all the 4 districts.
Initiatives at RMoL District Offices
- The District Manager, Tonk, participated in the weekly meetings of the Core Team for Operation Sashakti under the chairpersonship of the District Collector-Tonk.
- The District Manager, Udaipur had a meeting with the District Collector of Udaipur and briefed him on the TADD project implemented by RMoL. As suggested by the District Collector a note was put up for the formation of District Level Coordination Committee and Task Force.
- On 24th of February, The District Manager, Udaipur made field visit to Jhadol to monitor the ongoing household identification survey under Child Migration Project. During the visit, village meetings were held in the Dolariya and Nala Nanava villages and discussion held with the villagers, migrating children and community mobilizers.
- The District Manager, Tonk, participated in the meeting of ‘Madya Nishedh and Satarkata Samiti’ on 15th of February 2011. In the meeting chaired by District Collector-Tonk, it was decided to conduct further skill trainings under the project through R-SETI.
- The District Manager, Banswara along with District Manager Dungarpur attended a two day planning workshop organised by NABARD for the implementing partners of the IGWD project. RMoL was invited to give input on convergence possibilities in the livelihood plans developed by the NABARD partners. The District Manager, RMoL gave inputs to all presenters on possibilities and benefits of convergence to multiply the benefits of the project to the beneficiaries.
