Monthly Progress Report - July, 2011

 

Planning and policy advocacy

  • The Hon’ble Chief Minister took the comprehensive review of RMoL programs in the meeting held on 21 July, 2011. The meeting was participated by the Hon’ble Minister, Labour and Employment, Chief Secretary, GoR, Additional Chief Secretary (Finance) and Principal Secretaries of five departments. The Hon’ble CM has directed RMoL to enhance the targets in its projects.
  • A detailed meeting was conducted with the OSD (G&T) on 05.07.2011 regarding finalization of MoU content to be signed with large training providers for up-scaling of skill training program in the State with the ambitious target of training one lakh youth per annum.
  • Sh. B.L. Parthasarthy, M.D., BASIX Consulting undertook the review meeting of RMoL progress on 12.07.2011
  • Ms. Vishaish Uppal, External Evaluator from UNDP visited RMoL office on 13.07.2011 to review all UNDP projects which have been undertaken since 2008. The UNDP Evaluator along with the Project Director, RMoL and RMoL team; visited the Sheep project areas and the Construction Academy in Bikaner district during 14-16 July, 2011.
  • The RMoL team participated in the meeting held under the chairmanship of the Principal Secretary, Labour and Employment on 22 July, 2011 for finalizing sponsorship for the 17th Asia Construct Conference and Exhibition, organized by CIDC and is scheduled to be held in December, 2011 in Delhi.
  • The Project Steering Committee meeting of RMoL held under the chairmanship of the Chief Secretary, GoR on 25 July, 2011

Skill Development

  • Approval to 226 training providers has been given, to run the 692 programmes for the year 2011-12.  The letters for the same have also been issued. During the month of July, 6 training programmes have been started. Further two new courses have been developed and 2 courses are modified. The service provider has also been identified for providing services for implementation of skill training programme of RMoL.
  • A meeting was organized with the large training providers, to discuss the scheme of Planning  Commission i.e. “New Initiatives in Skill Development”
  • Under mobile skill training program, the training was conducted by the identified agencies i.e. GVT (Gramin Vikas Trust), B-able (BASIX Academy for Building Life Long Employability) and BCT (Bhoruka Charitable Trust). Sanction for third batch has been given to the agencies. The trainings have been started. At Barmer the first batch Graduation Ceremony has been conducted by B-ABLE on 17th July, 2011.
  • The RISE project is being started in its second phase. The process has been initiated. To implement the project fresh proposals are being invited and for that an advertisement has been placed in newspaper on 8th July, 2011. The ad placed in the newspaper Dainik Bhaskar, in all Rajasthan editions. Advertisement on RMoL website has also been placed. The D.O. letter from Principal Secretary (L&E) has been issued to IGP-Security for providing the list of license holding security training agencies working in Rajasthan. 

Initiatives for Livelihood Promotion

  • Under dairy project, one new group has been formed during this month. About 6 new groups are in formation process. During this month 5 groups have been successfully linked with Co-operative Bank, Deoli. An amount of Rs. 1,70,000 has been sanctioned to the group for the period of 3 years. An exposure visit was also organized for Maneka Cluster to Dooni Federation i.e. Maitree Mahila Mandal. The purpose of the visit was to visualize the existing federation structure. Further training programme was also conducted for awareness generation on importance of life insurance. Two A.I. was also done in the month of July.
  • Under fishery project five monthly group meetings held during the month and issues of harvesting and marketing were discussed. Harvesting in three more ponds are in progress.
  • Under sheep project, 52 SHGs meeting were organized in this month.  During the month 9 meetings held with Gram Panchayats, 52 monthly SHG meetings held,  2 vaccination camps were organized in coordination of Animal Husbandry Department, GoR, in which 3816 animals were treated of which 1874 were sheep. Capacity building meeting was done with the project beneficiaries and it was attended by 135 members in which 75 were women.
  • Under Kanjar Project, 18 children of Kanjar family were admitted to school at Mandana, Kota. All relevant documents for admission have been submitted. A regular meeting of SHGs and Dera Vikas Samiti was conducted and various issues of Kanjars were discussed. The  District Manager, Baran also  had a visit to Jhalawar district to monitor the progress of  Kanjar project.
  • Under the Tribal SME Project, three entrepreneurs SAMVAD’(Dialogue) were organized at devla, kotra and bambora under the implementing partners - Samarthak, Kas and prayatna Samiti and attended by 92 entrepreneurs. This samvaad was organized, mainly to discuss the enterprise status.   Further, planning meet was conducted with the partner organizations on new enterprise development, proposal submission and also to discuss the requirements of existing entrepreneurs. 4 Federation meetings were conducted by all the partners as per their monthly schedule. The key discussion was on strengthening SHG & cluster, future planning  for undertaking new enterprises at Gramnidhi level and developing strategy for recovering the pending dues. 25 new entrepreneurs were finalized by the clusters in consultation with the SHGs and are approved by the GNC. A professional, from “Foundation for Sustainable Development (FSD)”, hired to analyze the portfolios of 42 entrepreneurs of Prayatna samitee under Gramnidhi project. District Manager-Udaipur along with Mr. Suman and Mr. Madhu from CEE made a monitoring field visit in Bambora village.
  • Under the TADD Child Migration Project,  “Enhancing Skills of 4000 tribal families with specific focus on migrating children in from four districts of South Rajasthan”, the Agriculture Scientists visited in all the four project districts to monitor the progress of 179 demonstrations and also to monitored the preparation of 29 nursery for chilly.   Further, Commissioner-TADD visited Banswara district on 28th of July 2011 to review the activities under Child Migration Project.  The Commissioner expressed satisfaction on the project progress. The Commissioner also directed the project functionaries to work for inclusion of those tribal households, who are  eligible but left out from  BPL list and also advised to work for benefit under other government schemes such as well deepening.  On 18th of July 2011, second meeting of the DLCC was held in Udaipur under the chairmanship of the Additional District Collector, wherein it was decided that interventions would be explored in horticulture and BT Cotton for the next phase. In total 104 women groups are formed in 40 project villages in all the 4 districts. There are 1188 members in these 104 SHGs and the detail project orientation has been done for the members of 54 SHGs. A one day exposure visit of 4 community mobilizers and 17 farmers of Ginger intervention in Banswara & Pratapgarh district was organised to Ginger demonstration plots in Udaipur district on 28th July 2011.

Monitoring

  • A one day workshop was held on 29th of July in Udaipur for discussions on value chain of different interventions under the Child Migration Project. It was attended by 11 members including ACCESS and RMoL team.
  • Meeting held with PS, TADD, GoR, in room no. 19 in the secretariat on 28th July, 2011to review the TADD funded child migration project. The project team briefed the project progress.
  • Meeting held with the Agriculture Department for conducting the evaluation study of the RKVY programme for Banswara and Dungarpur districts by RMoL.
  • A two day extensive field visit was organized on 20th and 21st of July 2011 by RMoL District Managers to monitor the demonstration plots of different agri interventions and review the field progress

Initiatives at RMoL District Offices 

    • A meeting of the District Level Coordination Committee under Child Migration Project was held on 18th of July 2011 under the Chairpersonship of Additional District Collector-Udaipur. The District Manager, Udaipur participated where the members were briefed on the findings of the Household and Livelihoods Profiling Study and identification of beneficiaries for agriculture, livestock and skill training interventions. It was also decided that interventions in Horticulture and BT Cotton farming would be explored for the next phase of interventions.
    • A two day extensive field visit on 20th and 21st of July 2011 was made by District Manager-Udaipur along with District Manager-Baran to monitor the demonstration plots of different agri interventions and review the field progress. During the visit meetings were also held with the District Collectors of both the districts and other officials wherein they were briefed on the progress and discussions were held to explore the convergence of the project with other government schemes.
    • A one day workshop was held on 29th of July in Udaipur for discussions on value chain of different interventions under the Child Migration Project. Presentations were made on the value chain study undertaken by the implementing partner and inputs were provided by RMoL District Managers.  
    • The District Manager, Udaipur had a meeting with the Commissioner-TADD on 27th of July 2011 wherein she was briefed on the progress of the project and discussion was held on initiating implementation of projects on Vocational Training and Mason Training. The Commissioner also expressed willingness to interact with the beneficiaries of Child Migration Project and accordingly the interaction was organised on 28th of July 2011 in Kushalgarh block of Banswara.
    • The efforts of District Manager, Dungarpur resulted in revival of Dungarpur dairy, which has linked approx. 5000 milk producer families. Several SHGs have been supported under SGSY for dairy development in the district. In consultation with the CEO, and PO, SGSY it has been decided to plan for promotion of SHG federations for managing dairy activities at a larger scale and link the thus emerging milk producers with the Dungarpur Dairy. In consultation with the Zila Parishad and Dungarpur Dairy, the District Manager, Dungarpur has been is preparing plan for promotion of SHGs federation and dairy development in the district.
    • The District Manager, Dungarpur had  a meeting with Principal, DIET and UNICEF representative who is working with DIET for converging activities with RMoL’s TADD prpgramme. It has been devised that the RMoL and UNICEF will be jointly working in 8 panchayats of Bichhiwada block. The modalities and activities will be planned in August 2011.
    • The District Manager, Dungarpur had meetings with the Child Protection Officer of UNCIEF and Coordinator, District Child Protection Cell Dungarpur, for convergence with the activities of TRLP in Bichhiwada and Simalwada blocks of Dungarpur.
    • The District Manager, Dungarpur visited to Gandheri and Manparda villages of Simalawada block to monitor the agriculture development activities under TRLP. The team visited to several families who were working in their field to grow Ginger, Chilli, Maize & Tuar. The project is supporting 20 HHS for ginger, 10 HHs for Chilli and 10 HHs for Maize & Tuar. The District Manager, apart from facilitating for better execution and enhanced productivity tried to see the possibility of convergence with the department of agriculture.
    • The District Manager, Dungarpur had meetings with Project Officer, Tribal Area Development Department and discussed on the progress of TRLP in Dungarpur.  It was considered appropriate to have a DLCC meeting with the District Collector to update on the progress and get idea and suggestions for better implementation and possible support for convergence with the line departments.
    • The District Manager,  Baran, had a meeting with CEO and MADA in charge, in Jhalawar district to explore the opportunity in MADA and scattered area as MADA  scheme has fund of Rs. 2.32 lakh and Rs. 2.28 lakh in scattered scheme.
    • The District Manager,  Baran, had a  meeting with Mr. Ashok, Manager-SGSY, Banswara and discussions were held with regard to various convergence issues. It was decided that SHGs formed under Child Migration Project which have more than 70% BPL members can be linked with SGSY. District Coordinator-ADS was suggested to identify such SHGs.
    • The District Manager, Baran participated in the SGSY steering committee meeting in collectorate in the chairmanship of District Collector, Baran.  A base line survey for all BPL families in the district will be done by the NGOs under SGSY scheme.  Based on the analysis of base line survey, RMoL will develop the strategy for the intervention area i.e. forward linkage of dairy, health support to the animals, agriculture support, in vocation training program etc for all BPL families. The District Manager will responsible for designing the format for BPL survey and orient the staff of NGOs
