Monthly Progress Report- June 2010

Planning and policy advocacy

  • A team from RMoL participated in the workshop on National Rural Livelihood Mission (NRLM) which was convened by MoRD, GoI at NIRD, Hyderabd from 24th to 26th June, 2010. The team visited with an objective to get an opportunity to collaborate with MoRD/NRLM.
  • RMoL is conducting a detailed study on migration which will help in developing policy recommendations for the state. An agency had been identified to undertake the study.
  • RMoL is also in the process of developing policy recommendations on employment. A MoU has been signed with a Consultant to undertake the study. The policy recommendations will be helpful in developing future strategies on employment in Rajasthan.

 

Skill Development

  • Out of 621 skill training programmes being conducted during the year 2009-10, 599 programmes have been completed. Out of 407 training programmes proposed, 180 skill training programmes were approved by the Deputy Chairman for the year 2010-11. EMI has issued in-principle sanction to 209 training providers for 483 programmes. Further financial sanction is issued to 129 training providers for 233 programmes.  EMI has sanctioned Rs. 233.76 lakhs and disbursed Rs. 194.89 lakhs from the unspent balance available with it. 11 skill training programmes have been started during the current financial year.
  • Under the RISE project, 490 candidates have been trained and placed during the month. Till now, in total, 2332 candidates have been trained and placed with different security agencies.
  • RMoL has successfully launched Construction Academies at ITIs in six divisional headquarters on 16th of June, 2010. As per the plan, 170 candidates are undergoing training at six places.  
  • Under the PPCP intervention, the mobilizing process for preparing and sending youth predominantly from southern Rajasthan to undergo construction trade trainings in CCCL India is underway. It is expected that the first batch will join training in August, 2010. Visit to CCCL training centres in Chennai was undertaken by the implementing agency Aajeevika Bureau during the month as part of the MoU.
  • The preparation of e-learning material for Diesel Engine and Pump Set Mechanic is in process and the progress will be reviewed by Subject Matter Expert in Hyderabad by first week of July.
  • In the process of building the capacities of RMoL staff, two training programmes were organized on ‘Process documentation of development intervention’ and ‘Data analysis using Excel’.

 

Initiatives for Livelihood Promotion

  • Under the dairy project in Tonk, total 63  SHGs have been formed. Till date, 4 Milk Chilling Centers are functional.  6 animal care and veterinary camps have been organized. For implementation of fodder PoP, selection of 56 families and plots has been completed. Vaccination has been performed in 7 villages through vet camps covering approximately 500 cattle’s. Three AIs (Artificial insemination) have been completed. Seed germination test has been performed and about 90 % seeds have been germinated.
  • Under the pilot project for promotion of fisheries in cluster in Banswara district, 10 ponds have been allotted by the respective Panchayats on lease to the community.   The department of fisheries is all geared up and has renovated their defunct hatcheries (since last five years) to coordinate with the RMoL project.     
  • Under the sheep breed improvement project in Bikaner, during the month 34 monthly SHG meetings were organized with representation from 193 members. During the month, 4 health camps were organised in which 180 project sheep and 330 non project sheep were treated.
  • Under the ‘Migrant support services’ in Aspur (Dist.-Dungarpur) sub-center has completed 205 registration and 100 youth counseled for special career counseling (Enterprise training, on site training and life skill training). In Aspur, fifteen students are being trained on mobile repairing while direct placement being provided to 29 youths and legal counseling done for 150 migrants. In Gadhi (Dist.-Basnwara) sub-center, 100 registrations have been done and photo identity cards have also been issued to them. In Gadhi, seven youth are getting trained on household wiring and six on mobile repairing.
  • RMoL is conducting a study on Existing Livelihood Patterns of Tribals and Livelihood Strategies Developed for Improvement of Tribal’s in Southern Rajasthan. Agency had been selected and MoU has been signed. The study will commence in the first week of July 2010.

 

Monitoring and Coordination

  • Under the Tribal SME project, RMoL representative visited the project area for review where they suggested CEE officials to develop backward linkages for the given activities. The RMoL team also examined all the financial transactions of Gramnidhi fund. Till now, 86 groups are formed and15 entrepreneurs are identified and oriented for supporting them through Gramnidhi fund.
  • Under the Kanjar project, a team of RMoL paid visit to the project area at Jhalawar district on 14th -15th June, 2010 to review the project and to have discussion with the beneficiaries. As suggested in the earlier field visit, the work of the renovation of houses of Biriyakhedi and Hajadiya village had been planned. The progress of the activities as per deliverables was found satisfactory.
  • Under M&E exercise for RMoL, sample data being filled in the data capture format by partners and RMoL team members. Further coding formats generated for DCF master data and filled data loaded in the M&E software. In the first week of July,  both RMoL and NEW concept team will upload the sample data and review the work done till date collectively in the existing M&E software.

 

Initiatives at RMoL District Offices

  • The District Manager, Baran participated in a meeting under the chairmanship of District Collector on June 22, 2010. The District Collector formed a task force of the six members to link Common Service Centre’ scheme with PMEGP scheme. The District Manager, RMoL is nominated as one of the member of the task force.
  • The District Manager, Baran attended a Local Advisory Committee Meeting on June 25. During the meeting, it was discussed that the District Manager, RMoL will be actively involved in the Dang Yojna.
  • The District Manager, Baran participated in a meeting organized under the Navjeevan scheme on June 25. During the meeting, it was decided that the District Excise officer and District Manager, RMoL will be responsible for identifying the activities (infrastructure support like electricity, water, road, etc) for three villages in Kanjar and Sansi Basti.
  • Second DLCC meeting was organized on 28th of June’10 at Banswara, important decisions which were taken in the DLCC were that there would be a nodal officer for each convergence initiatives who would regularly present the progress made in future, proper MoU among the department should be signed wherever necessary, priority should be given to RMoL by the fishery department under fishery cluster project.
  • A workshop on “Exploring Livelihoods and Development through Convergence-A GO-NGO Perspective” was organized by RMoL on 28th of June in the Banswara District , which was attended by 38 participants. The objective of the workshop was to help the department and the functionaries identify areas of collaboration and convergences so as to fill the gaps in particular schemes and brings effectiveness and better fulfill the objective of enhanced efforts for the development through convergence.
  • The District Manager, Dungarpur has assisted the district administration to pilot projects under MGNREGA for pasture land development through plantation, soil conservation, and irrigation for poor families. The District Collector has issued letter to District Manager,  Dungarpur to get involved and develop plans, study materials for the same.
  • A District Level Convergence Committee (DLCC) meet was conducted in Dungarpur where the significant decisions were taken :  Under convergence between MGNREGA and National Horticulture Mission the district administration agreed to give financial sanction to 254 programmes of individual benefit for 800 beneficiaries. The rest of the cost will be covered under MGNREGA.   The district administration will also conduct comprehensive survey of families whose children migrate to work in BT cotton fields and share the same with RMoL by the end of July 2010.
  • A workshop on convergence was conducted in Dungarpur where different stakeholders viz. public representatives, govt. officials and NGOs discussed on convergence and identified potential areas to be taken up to solve acute problems for poorest of the poor families residing in different pockets of the district through convergence.
