Planning and policy advocacy

  • On the directions of Government of Rajasthan, a survey on Livelihood Interventions for Kanjars community has been conducted in five districts of Rajasthan. The report is in process and an intervention strategy for rehabilitation of Kanjars will soon be formulated.
  • A meeting was held with Shri Akhil Arora, Commissioner, TADD, Udaipur on 19th March. Dr. Rakesh Malhotra, Project Director, had a discussion on the major issues on which TADD and RMoL could collaborate. A proposal will be submitted by RMoL to TADD for seeking their support for various intervention of RMoL in Dungarpur, Rajsamand and Banswara district.
  • In view of the pressing need to rehabilitate beggars in Jodhpur, Sh. Rajnish Tuli, consultant has been identified to conduct the study. The final report will assimilate recommendations and a detailed intervention plan for Jodhpur
  • The budget of Rs. 10 crore has been approved by Govt. of Rajasthan for the year 2010-11 towards the support of various activities by RMoL.

Skill Development

  • So far, 799 skill training programmes have been approved for sanctioning to 301 Training Providers under the current financial year 2009-10. In-principle, sanction letters have been issued to 301 organizations for 796 programmes by Entrepreneurship and Management Development Institute, Jaipur, the nodal agency for organizing skill training programmes of RMoL. EMI has issued financial sanctions to 272 organisations for 557 programmes. A sum of Rs. 493.18 lakh has been sanctioned and Rs. 376.40 lakh disbursed so far. 221 programmes are on-going, while 302 programmes have been completed so far. Till March, 134598 candidates being trained/ undergoing training under RMoL’s umbrella.     
  • Under the RISE project, training centres have been established in seven divisional headquarters of Rajasthan. Till now, 18 batches have been completed, 630 candidates trained and placed in various security industries across India. The students were awarded certificate from Global Open University, Nagaland and Indira Gandhi National Open University, New Delhi.
  • Under the Construction Academy project, strategic meeting held under the chairmanship of the Principal Secretary, Labour and Employment to discuss and finalise various issues related to initiation of civil works for construction of classrooms and workshop halls and commencement of courses at the earliest. The meeting was attended by Director, Technical Education, Dy. Directors and all Principals of division level ITIs alongwith the RMoL team. As decided, the tender notice for undertaking the civil works will be floated by RMoL as per the guidance of NAC, Hyderabad before 15th April, 2010.

Initiatives for Livelihood Promotion

  • Under the Tribal SME project, a review of the progress of the project was done. Consequently, a team comprising of CEE and RMoL did 3 days joint field review. Further a review meeting for the project was done by Project Director, along with RMoL team with officers of CEE at Udaipur to assess the project performance and the new proposal. It has been decided to continue with the project in 2010, in which 100 enterprises by tribal will be promoted.
  • Under the REX project, employment opportunities for enhancing employability skills will be provided to youth of the state. The REX will use registered youth database of employment exchanges initially for providing placement and skill development training. Annually the REX will provide employment to 9000 youth. TeamLease Services Ltd., Banglore and Ma Foi Management Consultancy Ltd., Chennai have been shortlisted to implement the REX project.
  • Under Financial Literacy project, during the month, 27 training programmes were conducted in different places of Tonk district and a total 1122 participants were trained and benefited. Till 15th march, total 251 training programs have been conducted to train 10729 women participants out of which 5008 are from minority communities. A stakeholder meeting was also conducted for developing linkages and better coordination with the stakeholders.
  • Under the support services for migrant workers, 700 new labors in Aaspur sub center of Dungarpur district have been registered. The number of registered labors is now 1900 since May 2009. A fresh MoU have been signed with Ajeevika Bureau to strengthen Aaspur operations and opening a new sub center in Gadi block of Banswara district.
  • Final report on “Perspective Plan and Strategies for Fisheries Development in Rajasthan” has been submitted by the Central Institute of Fisheries Education (CIFE), Mumbai. This comprehensive study has elaborately discussed the status of water resources, seed production, fish markets, leasing system and regulatory environment and service delivery mechanism. Taking cognizance of the draft report submitted and shared by CIFE in January, 2010, the department of fisheries, Government of Rajasthan has drafted major milestones to be achieved by 2020 in terms of enhancing fish production, meeting seed demand and creating fishery based livelihoods.    
  • Under the pilot project for promotion of fisheries in cluster in Banswara district, 10 days training on fish rearing practices was organised during the month for 61 target group members. The training was facilitated by the fishery department officials from Udaipur after approval from the District Collector, Banswara.
  • Under the sheep breed improvement project, during the month, 29 SHG meetings have been conducted. 6 cluster level trainings have been conducted for SHG leaders and a two day district level training was organised during the month for cluster committee members. One sheep show and 7 veterinary camps were organised during the reference month. De-worming was done for 8007 animals of 433 families.
  • Under the Kanjar project, a workshop was organised by IFFDC for the Kanjars who are not having driving licence. A stitching training programme for 10 women candidates have been started in Chandiyakhedi dera of district Jhalawar from 29th March, 2010. A fresh MoU for 2010 has been signed with IFFDC after reviewing the progress of the project.

 

Monitoring and Coordination

  • RMoL team visited RISE centre at Udaipur which is managed by Security and Intelligence Services (SIS) by the fund support from RMoL. Training of one batch has been completed by SIS. Total number of candidates in this batch was 78 and the same batch has achieved 100% placement.
  • A field visit was organized in the fishery project in Gardhi block on March 13th 2010 by District Manager, Banswara. Advice to speed up the task and taking up community organisation, maintenance of the ponds and community ownership and other inputs were given to the implementing agencies.
  • A meeting was held with Dr. R.P.S.Yadav, Project Director, IFFDC on 17th   March, 2010. Discussions were held on the issues pertaining to implementation of Kanjar project at Jhalawar. Dr. Rakesh Malhotra, Project Director, RMoL reviewed the project.

Initiatives at RMoL District Offices

  • The District Manager, Dungarpur facilitated the conduction of multimedia shows, convincing collector to recruit suitable candidates from target families as mates under NREGA, smooth payments of bills from treasury through follow up by District Collector.  A meeting was also organized in chairmanship of District Collector with bankers to financially link the bootleggers to promote entrepreneurship.
  • On request of Ms. Tina Soni (IAS), SDO, Dungarpur, the District Manager, Dungarpur developed revival plan of Dungarpur dairy and submitted to the district collector. The collector formed a committee involving the District Manager, Dungarpur, CEO, SDO, Dy. Director Animal Husbandry to look into the matter and suggest concrete action plan.
  • Responding to the request made by Chief Executive Officer, Zila Parishad and Project Officer, SGS; the District Manager, Tonk imparted training to the Block Development Officers, PEOs and NGOs on various issues related to SHGs formation under Swarnjayanti Gram Swarojgar Yojna in the district. The District Manager, Tonk also imparted training to the Bankers on various SHG issues and their linkages with banks in a training programme organized by Zila Parishad, Rural Development Cell.
  • The District Manager, Baran participated in the Mahila Sammelan at Chabra along with LDM, DDM NABARD and PO SGSY in which around 700 women participated. The event was organized by Aryan Sanstha which is implementing a SGSY project.
  • The District Manager, Baran participated in the quarterly District level review committee meeting. The meeting was chaired by the District Collector followed by representative of RBI, Regional Manager of Lead bank and DDM NABARD. The main agenda of the meeting was to review the CD ratio, Ag loan, small scale loan, loan to the women and review of different livelihood or income generating program like SGSY, PMEGP, Dastkar credit card etc.
  • The District Manager, Rajasamand  explored the possibility of cooperation in the district for improving animal husbandry related services, for this a meeting was done with The India Gen which is providing two months training to youths through the Regional Training Demonstration Centre (RTDC).
  • The District Manager, Banswara made a presentation on various initiatives taken by RMoL at the first District Level Coordination meeting held on March 18th 2010. Members from the district administration and bankers also participated in the meeting.
