Planning and policy advocacy

 

  • The Hon’ble Chief Minister has approved the case of registration of Rajasthan Mission on Skill and Livelihoods under Section 25 of Companies Act (not for profit). This will pave way for better institutional base of RMoL.
  • Shri T. Srinivasan, Deputy Chairman, RMoL and Additional Chief Secretary has been promoted to Chief Secretary of the State w.e.f. 31/10/2009
  • A state level convergence meet was organized at Jaipur on 23rd October, 2009. The meeting was chaired by Shri T. Srinivasan, Deputy Chairman, RMoL and was represented by Principal Secretaries of Labour and Employment, Animal Husbandry and Tribal Area Development. Other representations were; Secretary-Industries, District Collectors of Tonk and Banswara, ADMs and officers from district development units and RMoL officers. The objective of the meeting was to brainstorm on streamlining the government programmes for better livelihood provisions for the community.    

Skill Development

 

    • So far 718 skill training programmes have been approved for sanctioning to 263 training providers under the current financial year 2009-10. In principle 229 organizations have been issued the sanction letter for conducting 570 training programmes. Financial sanctions have been issued to 122 agencies for 196 programmes. Total 122 training programmes are ongoing while 41 programmes have been completed.
    • Five zone wise review meetings held with ITIs to discuss pending issues and share provisions under skill training programmes for the current year.
    • In view of the directions given to RMoL by the Government of Rajasthan to compile data on skill trainings being organized by various departments and corporations, a Performa has been developed and shared with 18 departments for sharing the relevant data for compilation.    

Initiatives for Livelihood Promotion

  • Under the promotion of small and micro enterprises project, two meetings of Gram Nidhi Committee held on 5th and 26th October, 2009. The first meeting discussed issues related to cluster approach in developing micro-enterprises and the capacity building programmes for NGOs. The second meeting approved 32 proposals for initiating enterprises. Capacity building programs and exposure visit were conducted for the community on enterprise development.      
  • The training programme for developing 200 Business Correspondence was undertaken during the month.
  • Under promotion of dairy cluster project, trainings have been organized on artificial insemination and the process of linking the existing dairy federation with RCDF has been taken up.
  • Process of establishing Livelihood Resource Centre (LRC) at Rajsamand has been initiated with signing of MoU with Vishwas Sansthan.
  • Under the migrant labour support services project, more than 650 migrants in Dungarpur have been registered so far. An awareness generation meeting was organized with representations from migrants, people’s representatives and local heads of the villages on legal provisions related to minimum wages, compensations in case of accidents, working hours etc.
  • The project ‘Livelihood Interventions for Kanjar Community’ has started in Jhalawar district with signing of MoU with IFFDC.
  • The capacity building programme for NGOs working on disability issues was conducted during 27th-30th October, 2009 in Jaipur with representations from 26 agencies.
  • The work on compiling best practices and lessons of livelihood promotion for PwD has been initiated for showcasing policy environment and the interventions done so far in the country.
  • A ToT under the financial literacy project was organized by CECOEDECON, the partner agency, during 7th to 10th October, 2009 in Tonk for the NGO trainers.
  • Under the ‘Financial Literacy’ project, 30 training programmes were conducted in different places of Tonk district during the current month and 1394 participants have been trained and benefited so far during the month. Out of this, 551 participants belong to Minorities Communities. Cumulatively 2195 participants have so far been trained under the project.
  • A MoU has been signed with STAM Hyderabad for development of remaining part (10 hours) of e-learning course on ‘Household wiring and repair of domestic appliances’.
  • The study on developing comprehensive livelihood plan for the vulnerable groups has been initiated in five districts, i.e. Tonk, Rajsamand, Baran, Dungarpur and Banswara. It is being conducted by three research agencies.

Monitoring and Coordination

  • The RMoL team conducted a meeting on 3rd October, 2009 at New Delhi with senior management representatives of SIS (Security Intelligence Services (India) Ltd.), CAPSI (Central Association of Private Security Industry) and JEWCSL (Jaipur Ex-servicemen Welfare Cooperative Society Ltd.) to discuss and finalize the operational modalities of Rajasthan Institute of Security Education (RISE) project.
  • A meeting was held on 9th October, 2009 in BASIX head office at Hyderabad with representatives from Indian Grameen Services (IGS) and TeamLease Services (TL) to discuss and finalise the REX project (Rural Employment Exchange) financials and finalise the roles and responsibilities of TeamLease and IGS in the project.
  • The Project Director, RMoL participated in the microfinance India Summit organized by ACCESS during 26th to 28th October, as special invitee on the first day.
  • The RMoL team visited Rajasthan Agriculture University (RAU), Bikaner to review IVLDP programmes being undertaken by 14 KVKs which work under RAU.
  • RMoL officer paid visit to PRADAN’s Goatery project areas during 26th – 27th October, 2009 in view of the directions given by members of the Sanctioning Committee to explore possibility of replication of some of the initiatives of this project in to pilot project on sheep breed improvement currently underway in Bikaner district.

Initiatives at RMoL District Offices

  • The first meeting of the District Level Convergence Committee (DLCC) was held on 5th October, 2009 in Dungarpur under the chairmanship of the District Collector. The District Manager, RMoL has been appointed as the Member Secretary. The meeting took important decisions on improving programmatic outputs through convergence of government programmes in the district.  
  • The Programme Officer, UNDP undertook field visit to the Dungarpur District on 1st October, 2009 to review RMoL projects and meet with district administration and the NGOs working in the district.
  • The District Manager, RMoL, Tonk participated in the meeting of the District Level Committee on SHGs on enhancing the quality of SHGs in the district. The meeting was chaired by the District Collector and coordinated by the Deputy Director-ICDS and attended by representatives from various departments and bankers.
  • The District Manager, RMoL, Banswara during the reference month has had helped the DIC and SGSY officials in identifying groups (promoted by NGO/NABARD/ICDS/PEO- Panchayat Samiti) involved in skill and agro processing activities under SGSY schemes to be trained/followed up further with financial assistance in cluster approach by DIC.
  • The District Manager-RMoL, Banswara participated in three BLBC Meetings organized in Sajjangarh, Kusalgarh and Ghatol blocks on progress of the schemes under SGSY, DIC, NABARD and the status of targets set out under District Credit Plan. The individual bank managers were evaluated as per his/her targets and performance.
  • The District Manager, RMoL, Rajsamand, attended the workshop on 5th October, 2009 on identifying possible areas of convergence of the present schemes of various departments for better outputs. The participants were the DLOs and from NGOs.
  • The District Manager, RMoL, Rajsamand, had meeting with officials of Mining Department to collect information on Employment scenario through mining activities in the district. The district accounts for providing employment to the tune of around 2.75 lakh, principally in the unorganized sector directly or indirectly through small entrepreneurs.
  • The District Manager, RMoL, Baran attended the quarterly District level bankers committee meeting on 8th October, 2009. The meeting was chaired by the district Collector and attended by representative of RBI, Regional Manager of lead bank and DDM NABARD. The main agenda of the meeting was to review the CD ratio, Ag loan, small scale loan, loan to the women and review of different livelihood or income generating program like SGSY, PMEGP, Dastkar credit card etc.
