Planning and policy advocacy

RMoL organised the 5th meeting pertaining to initiation of the Special Project on up-scaling of the skill training programme in the State to train at-least one lac young people per annum under the chairmanship of the Chief Secretary, GoR on 06.09.2011. As directed , all the eight proposed agencies detailed out their implementation plan which included strengths of the programme, rolling out strategy, course contents, year wise budget, target groups, pedagogy, monitoring mechanism, MIS and data retrieval, reporting system, placement plan etc. The meeting was also attended by the Additional Chief Secretary (Finance), ACS (Development), Principal Secretary, Plan and the Principal Secretary, Labour and Employment.

The office orders pertaining to change in the names of the Chairman and the two Board of Directors were issues by the government on 02.09.2011 and 16.09.2011. These orders have complied with the statutory conditions of the Companies Act.

The second Board meeting of RMoL as the Section 25 Company was organised on 22.09.2011 under the chairmanship of the Chief Secretary, GoR. Two new Board of Directors, namely Shri. S. Ahmad, Chief Secretary and Dr. Lalit Mehra, Principal Secretary were appointed in place of Shri. T.Srinivasan and Shri. Manohar Kant. The major decisions which were taken in the Board Meeting included that RMoL will adopt its own HR manual, the Mission Assistance Technical Unit (MATU) will continue and BASIX will continue to provide its professional services to RMoL as per the existing norms and structure, the HR funds available from GoR, TADD project etc. will be utilised as per the existing norms of RMoL to meet its HR and other administrative costs, the resolution of the Board that the Project Director, RMoL will continue to act as the Managing Director of the company for all statutory purposes till the government appoints any other person in the place of Managing Director.
Skill Development

Approval of 768 programmes to 258 training providers has been given during the current year. Skill training in 89 programmes started. A sum of Rs. 1.30 Cr. has been released as advance to 137 training providers. Guideline Document for Colleges has been updated for the year 2011-12 and same has been sent to the approved colleges for starting the training. District wise list of training providers and courses has been sent to all collectors, Director Training and Deputy Directors Training.
Initiatives for Livelihood Promotion

Under Dairy Project, 8 SHGs have been formed this month. Two trainings at SHGs level and one training for CRPs (Community Resource Persons) has been organized in this month. This training was conducted in Dooni and 30 members attended the same. A training for paraprofessionals was conducted on SHG Bank Linkage Programme and 19 participants attended it. A training on insurance was organized for the supporting staff. 22 people participated in this training. Baseline analysis of PEP (Productivity Enhancement Programme) is being undertaken of 310 families. 2118 vaccination has been done. 19 A.I. has been done. Till date 71 A.I has been done and reported calving is 17 from April to September. A training on Rabi crop intervention and a workshop to see the impact of Kharif crop intervention was also organized for the farmers.
- Under fishery Project, SHG strengthening process such as regular meetings, saving and cluster meetings are being done. Group Member engaged in pond management to ensure fish does not flow out with pond overflowing because of heavy rain. Planning done for harvesting from October, 2011 onwards. Planning for stocking done for procurement of seed local hatcheries tied up.
- Under Sheep Cluster, 49 SHGs meeting organized in this month. Meetings at Gram panchayats level also organized on sheep rearing and was attended by 278 villagers. Meetings with Sheep Breeders other than Project Community was also organized and was attended by 95 men and 165 women. Staff Monthly Meeting organized for Review and Planning. 2 Health Camps organized in close coordination of the Animal Husbandry Department, in which 457 animal treated including 210 Sheep of which the detail of project direct beneficiary detail (352 animal treated including 145 Sheep). 3 Vaccination Camps with Distt. Animal Husbandry Department organized, in which 4151 animal vaccinated, including the vaccination of 2641 Sheep of which the detail of Project Beneficiaries (animal Treated – 1666 and Sheep's Treated - 1190). 17 Sheep rearing SHGs Member participated in other Livelihood training programs.
- Under Kanjar Project, 24 SHG meetings organized this month. 14 Dera Vikas Samiti meetings also organized. Project team assisted the 60 kanjar families in their loan application process under SC/ST pop scheme, the team also supported 25 Kanjar families in availing caste certificate and also assisted 20 families in receiving their original residential certificate. 16 families linked with the SC/ST pop scheme and were provided loan for purchasing healthy goats. 24 kanjar families linked with IAY scheme and their papers got completed by IFFDC team with the Gram Sevak. Group members were provided training on inter-loaning and record management.
- Under Tribal SME, Gramnidhi registration done by the district registrar and new account opened by Gramnidhi trust. Detailed meetings conducted with 41 SHGs of five partners and was attended by CEE and partner NGOs. Federation meeting organized by kotra adivasi sansthan and prayatna samitee bambora for their particular area. By samarthak samitee, convergence with KVK Udaipur done for organizing two day training for farm sector activities and management practices. This training was attended by 10 gramnidhi devla’s entrepreneurs. Two capacity building training organized for the staff and Federation members of samarthak and sangam sansthan on convergence, SHG management and on entrepreneur’s management. A meeting done with the partner organizations on new enterprise and proposal submission and also discussed existing entrepreneurs daily inputs requirement. Gramnidhi trust account opening process is being initiated and will be completed by October first week. Primary orientation training done for 20 new entrepreneurs (finalized in last Gramnidhi meeting) of Prayatna and Sangam sansthan.
- Under the TADD Child Migration Project, So far 191 demo plots (6 in Sept month) of ginger, maize with peason-pea, maize with urad and chilli has been provided to beneficiaries. Out of total 1,85, 51 demo plots have been visited by scientist team in this month. The scientist team also trained the team of community moralizer and the farmers on the PoP. 191 health card and PoP has been distributed among the project beneficiaries. All the 70 ginger demo plots have been drenched with COC. The implementing team and scientist has also faced trouble to reach the field due to continuous rain. Value chain study for potential products is shared with RMoL team. During the month, order of 3120 chick of Nirvik variety are being done to MPUAT. Payments of chicks were made to the MPUAT University. These will be distributed to 104 beneficiaries. (30 chick per family) in Oct, 2011. The Access team along with livestock expert has visited to Devgarh which is known as very good market of Sirohi goat varieties. The team has explored the rate, quantities and qualities of the available goats. During the month total 68 youths were trained and while the trainings were in progress potential employers also visited and interacted with the participants. In total 143 women members from 31 groups were sent on the exposure visit on Model SHG functioning in PEDO, Dungarpur Cluster and federations. In total 53 group members (office bearers) are provided training on record management and leadership
Initiatives at RMoL District Offices
- The District Manager Udaipur, participation in review meeting by Principal Secretary-TADD, on 6th of September 2011, held in the Commissioner office and was chaired by the Principal Secretary-TADD. In the meeting the progress under Child Migration Project was also shared. Principal Secretary also instructed to submit the Utilization Certificate for the funds utilized so far under the project.
- On 1st of September, District Manager-Udaipur participated in the inaugural programme of the ‘Training on Ladies Tailor’ supported by RMoL and organized by the ‘Rural Self Employment Training Institute’ of ICICI bank in Udaipur.
- The District Manager Udaipur made a monitoring field visit on 2nd of September, to Jhadol area in Udaipur district to review the field progress under Child Migration Project. During the visit, field progress of agriculture interventions including demo plots of Ginger and Maize were checked and inputs were provided to the field team for effective monitoring. Capacity building programmes of SHGs, records maintained and preparations for livestock and skill training interventions were also discussed.
- Joint Secretary-Tribal Area Development, Government of India on 23rd of September 2011 visited the Mason Training going on under Child Migration Project. She interacted with the trainees and the staff of the implementing agency. Later on the Joint Secretary also had a review meeting in Commissioner Office and had discussion on the project.
- On 15th of September 2011, The District Manager Udaipur along with Senior Manager-RMoL had a meeting with the Chief Executive Officer, Zila Parishad, Udaipur. The CEO was briefed on the ground work done by RMoL for Vocational Training Project under MADA area.
- During the month two monitoring visits were made by the District Manager to the ongoing Mason Trainings in the R-SETI under Child Migration Project. One of the visits was made along with the Senior Manager and Project Officer from RMoL Jaipur office.
- A Division level meeting with skill training partners of RMoL was held in RMoL Udaipur office on 16th of September 2011. In the meeting representatives from Industrial Training Institute, Sirohi, Vidyabhawan Polytechnic College, Udaipur and Bhoruka Charitable Trust, Dungarpur participated. The meeting was organized in order to explore collaborating opportunities for Vocational Training Project supported by TADD.
- On 22nd of September 2011, the District Manager Udaipur facilitated the visit of Deputy Director-TADD Mr. P. K. Mishra to the Mason Training Programme being organized under Child Migration Project in Udaipur. Mr. Mishra appreciated the training and also told to organize the visit of Joint Secretary-TAD on the next day.
- The District Manager, Baran attended a review meeting of MADA program on Sep 16. The meeting was chaired by the District Collector and attended by all concerned DLOs. The agenda was the review of activities of this financial year like MADA training program, construction work under MADA and others. A Division level meeting with skill training partners of RMoL was held in KVK, Kota on 26th of September 2011. In the meeting representatives from Industrial Training Institute, Sangod, ITI Ramganjmandi, KVK Bundi and Kota, Diffeerent ITCs from Kota and Bundi and NGOs from Jhalawar participated. The meeting was organised in order to explore collaborating opportunities for Vocational Training Project supported by TADD.
- A visit to Construction Academy, Kota was made by Sr. Manager and two Managers. In this academy, a 3 month non residential course on household wiring was going on.
- A visit to Kanjar Project Jhalawar was made by Sr. Manager and two Managers where they visited two villages which were having the hamlets of Kanjars inhabitation at their outskirts in JhalraPatan block.
