RMoL has been incorporated as Section 25 company (Not for Profit). The Certificate of incorporation has also been issued by Registrar of Company, Rajasthan. The first board of Director meeting was held on 27th August, 2010. In the meeting, it was decided that Dr. Rakesh Malhotra will be the Managing Director of RMoL.

A proposal was submitted to Tribal Area Development Department (TADD) of Rs. 6.94 crore for impacting the livelihoods of tribal and BPL families of South Rajasthan and enhancing the skill of tribal BPL youth throughout the Rajasthan. This proposal has been principally approved by TADD and they are in the process of sanctioning this project to RMoL. MoU signing process in progress and the approval of implementation of the same has been done by the administrative department.

A stakeholder workshop for State Disability Policy formulation was organized on 11th August, 2010 in collaboration with the department of Social Justice and Empowerment, GoR. Consultation with secondary stakeholders (NGO representatives) was done to understand specific issues related to disability.

The Project Director had a meeting with Mr. Yuvraj Galada, Vice President, N.S.D.C (National Skill Development Corporation) on 23th August, 2010. The initial deliberations were centered around exploring the possible areas of co-operation between RMoL and NSDC.

The team of RMoL also visited office of the Ministry of Overseas Indian Affairs, GoI. Extensive deliberations were held with regards to establishment of Overseas Placement Bureau in RMoL. Mr. Karan A. Singh, Protector General of Emigrants, advised to take the learnings from the models operating in Andhra Pradesh, Goa and Kerala.

A Chinese delegation comprising of the Hon’ble Minister, Rural Development, Govt. of China and 8 other senior officials visited Jaipur on 27th August, 2010. The delegation was supposed to see for themselves the implementation of MNEREGA scheme in Rajasthan and interventions in skill development undertaken by RMoL. In this regard, a presentation on RMoL was made by Chief Secretary / Deputy Chairman, RMoL
Skill Development
- 621 skill training programmes have been completed during the year 2009-10.Proposals of 116 existing and new training providers were examined. Out of 270 training programmes proposed, 60 skill training programmes were approved by the Deputy Chairman for the year 2010-11. EMI has issued in-principle sanction to 242 training providers for 617 programmes. Further financial sanction is issued to 199 training providers for 335 programmes. EMI has sanctioned Rs. 328.90 lakhs and disbursed Rs. 253.15 lakhs from the unspent balance available with it. 92 skill training programmes have been started during the current financial year and 2 programmes have been completed.
- As part of the MoU signed with National Academy of Construction (NAC), Hyderabad, seven Instructors and six Foremen have been sent to NAC on 28.08.2010 for two weeks’ ToT which will better equip them through provision of technical and academic skills. All the academies will start the second batch tentatively by 20.09.2010. Some of the academies (who have sufficient space) will start the second trade training in September, 2010. All modalities have been finalized for undertaking construction work of two academies of Jaipur and Ajmer, however, approval from the government is awaited.
- Under the PPCP project, 29 selected candidates by Ajeevika Bureau were sent to CCCL, India, Chennai, on 27.08.2010 for undergoing construction trade trainings. Before their departure, a three days ‘Life Skill and Preparation Camp’ was organized in Udaipur on topics which included living away from home, work ethics, health, communication, personal grooming and expectations from trainees. The selected students were previously groomed through two camps in Jaipur and Udaipur where they underwent a series of physical and mental tests that involved General knowledge, Mathematics, English and Migration history of Individuals and orientation on detailed process of training in CCCL.
Initiatives for Livelihood Promotion
- Under the pilot project for promotion of fisheries in cluster in Banswara district, 15 days technical training of the remaining 40 fishery group members conducted by the department of fisheries during 4th to 18th August, 2010. Around ten lakh fry of various sizes have been stocked in nine project ponds. A significant progress is that the department has signed MoU with the implementing agency for rearing of spawns in the government hatchery of Sangrod, Banswara for better output and results.
- Under the sheep breed improvement project, large scale camps were organized during the month for selection of potential good quality rams with active support of the department of animal husbandry. The department sent the technicians from Bikaner wool lab to remote villages for collection of wool samples for certification. Out of the submitted 340 wool samples, 140 have been certified and the process of purchase, insurance and distribution is on under the guidance of the government doctors. By 10th September, 2010, purchase will be completed.
- Under the Tribal SME project, 77 SHGs were involved in the self grading exercise by partner NGOs. Trainings on goatry, cow management and poultry were organized with focus on the technical capacity building aspects of the tribal entrepreneurs. The trainees were prepared to work as ToT and imparting the capacity building trainings to the SHG members. These six capacity building trainings were attended by 51 males and 148 females.
- Under the Migration Support Services, in both sub centers, 398 registration and issuing of photo identity cards have been completed. 49 youth being given special career counseling. Furthermore, 20 youth referred for skill training on Motor Rewinding and 2 on cooking. Ten bank accounts are also opened locally for migrant families. Six youth have been directly placed, legal counseling being done for 50 migrants. Shramik diaries were distributed to 208 migrants. 5 migrant linked with pension scheme and 5 with the insurance scheme.
- Under the dairy project at Tonk, 79 SHGs have been formed. Five new Milk Collection Centers (MCCs) have been opened. Total 13 Milk Collection Centers have been opened as against the target of 10. Total Milk collection from these centers is around 700 liters per day. Training has been provided to 6 MCC Secretaries. Eleven Artificial Inseminations (AIs) has been done. One veterinary camp has been also organized in this month
- Under the Kanjar rehabilitation project an exposure visit on livelihood activity was organized by IFFDC in consultation with RMoL. Exposure on SHG formation was facilitated by CECOEDECON, while intervention on goatary project was done by Saheli Samiti, Dausa. Under vocational training initiatives, 10 male Kanjars have been selected in CIPET training institute, Jaipur where they will be trained to manufacture products made of plastics. Furthermore repairing of 40 houses have been completed.
- As part of the Capacity building of RMoL staff, a three day exposure visit was made to project area of Jharkhand State Livelihood Promotion Society in Ranchi and West Singhbhumi districts. Four members from team of RMoL visited various works promoted by the society including Poly Nursery, Rice cultivation through Specific Root Intensification (SRI) technique, Collective Marketing of Non-Timber Forest Produce (NTFP) and small enterprises such as oil expelling units and dona-pattal making. JSLPS is implementing the activities through two agencies appointed as Social Mobilization Agency (SMA) and Technical Support Agency (TSA).
- Training on Convergence of Livelihood Schemes was organized for the partner agencies of RMoL. The Livelihood School was the agency which imparted training to the NGOs. 25 participants from various NGOs were present in the training program.
Monitoring and Coordination
- The second state level convergence workshop was organized on 05.08.2010 in Udaipur under the chairmanship of Shri Manohar Kant, Principal Secretary, Labour and Employment, Government of Rajasthan on promoting optimum utilization of Government resources. More than 100 participants from government departments, district administration, UNICEF state head, RMoL project partners and NGOs took part in the workshop. It was further attended by the Labour Commissioner and six district collectors.
- A Regional Conference on skill building was convened by the Planning Commission, Govt. of India at Mumbai to review the progress of initiatives taken for propagation of skill building in the states of Goa, Maharashtra, Jharkhand, Rajasthan and Chhatisgarh. The meeting was chaired by the Hon’ble Member, Planning Commission and the Labour Minister of the state of Maharashtra. The Principal Secretary (L&E), GoR and Project Director, RMoL made a presentation on the skill development status and prospect in Rajasthan.
- A visit was undertaken by Principal Secretary, Labour and Employment, Government of Rajasthan, Commissionor Labour and team to RMoL along with the Project Director to have the first hand impression of the issues related to the artisans of Jawaja cluster. It was proposed during the visit that a meeting should be convened to discuss the issues with the various stakeholders. In view of the same, a meeting was convened by Shri Manohar Kant, Principal Secretary, Labour and Employment along with Shri Inderjit Khanna, Ex- Chief Secretary, Rajasthan and Shri Ashokee Chaterjee, Former Director, NID, Ahmedabad at RMoL office to discuss the issues related to revival of the Jawaja cluster. The District Collector, Ajmer also participated in the meeting.
- The District Manager Baran, visited Jhalawar on 6th August’10 to take the stock of the progress under the Kanjar project. He visited Biriyakhedi village where the work of the house renovation was going on. He further attended the meeting on Navjeevan scheme where the District Collector decided that IFFDC will work in Navjeevan scheme in 12 Kanjar deras.
- The District Manager Baran made a visit to Construction Academy, Kota to review the progress. He mentioned that the present batch started from 16th June where 30 students have been registered for training, but seven students have left due to lack of interest.
- To understand the effect of RS-CIT course in providing livelihood to the women learners, a snap shot study was undertaken by RMoL to collect the feedback from 533 women candidates who had been reimbursed fee by RMoL to RKCL.
Initiatives at RMoL District Offices
- The District Manager, Baran attended the quarterly District level consultative committee/ District level review committee meeting on 23rd August, 2010. The main agenda of the meeting was to review the CD ratio, Agriculture loan, small scale loan, loan to the women and review of different livelihood or income generating program like SGSY, PMEGP, Dastkar credit card etc.
- The District Manager Baran , participated in the Brainstorming workshop for the development of PRA tools for the BPL pilot study at NIRD, Hyderabad from August 16 to 21, 2010.
- Under the supervision of District Manager Banswara, promotion of dairy activity in SHGs with the collaboration of Milk Union and Zila Parishad Banswara has started. Process of identification of areas and formation of SHGs has begun. Managing Director of the Milk Union as the nodal officer of this convergence initiative has been preparing action points and contours of the interventions.
- The District Manager, Tonk, attended District level Bankers committee meeting which was held on August 11th 2010. In the meeting the issues addressed were lack of performance of banking fraternity in SHG – Bank linkages and KCCs. It was decided that the financial inclusion drive will be given priority in the next six months by all the banks.
- The District Manager, Tonk, had meeting with the Project Officer-SGSY in order to facilitate convergence of BPL SHGs involved in dairy activity for support under the SGSY scheme.
- The District Manager, Tonk facilitated convergence between Dairy cluster and Animal Husbandry department to promote veterinary services. During past three month 13 veterinary camps were organized jointly wherein 147 families were covered and 658 vaccinations were done. In these camps the human resource support and mobilization support was provided by SRIJAN, while Animal Husbandry department provided medicines and vaccines.
- The District Manager, Rajsamand attended a workshop organised by Ajeevika Bureau at Udaipur to motivate identified youths under the PPCP program. The role of District Manager was to give information to participants regarding the importance of the initiative.
- The District Manager, Rajsamand shared the model demonstrated by Jharkhand Livelihood project with the DD Agriculture and suggested to replicate same in the district by conversing MGNAREGA, existing schemes of Agriculture department, KVK, and Horticulture department.
- In order to promote computer education among the tribal community of Dungarpur district residing in remote rural areas, a computer van (mobile bus) equipped with 20 computer systems for software training and 8 systems for hardware training was green signalled by the District Collector, local MLA, District Manager, RMoL. This is a convergence initiative where RMoL, District Administration and Bhoruka Charitable Trust (NGO) are the stakeholders.
- The District Manager, Dungarpur had a series of meeting with Watershed department. to conduct study on livelihood plan for micro-watersheds of Simalwada block of Dungarpur district under convergence. It has been decided that Watershed Development Team of Simalwada block will work with District Manager, Dungarpur for survey and developing livelihood plan.
