The proposed draft budget of RMoL of Rs. 2550 lakh for FY 2010-2011 was submitted to the Departments of Plan and Finance, Government of Rajasthan for consideration and further action.

Action plans were submitted to the government of Rajasthan for development of state policies for People with Disability (PwD), Kanjars and the Beggars.

The Annual Work Plan (AWP), 2010 of RMoL was agreed and signed between UNDP, India and the Government of Rajasthan for Rs. 410 lakh (US$ 879738).
Skill Development

So far, 788 skill training programmes have been approved for sanctioning to 298 Training Providers under the current financial year 2009-10. In-principle, sanction letters have been issued to 295 organizations for 765 programmes by Entrepreneurship and Management Development Institute, Jaipur, the nodal agency for organizing skill training programmes of RMoL. EMI has issued financial sanctions to 263 organisations for 519 programmes. A sum of Rs. 463.36 lakh has been sanctioned and Rs. 358.12 lakh disbursed so far. 228 programmes are on-going, while 242 programmes have been completed so far.
Initiatives for Livelihood Promotion

Under the RISE project, the security education trainings have started at all the seven divisional headquarters. Trainings at three districts of Udaipur, Jodhpur and Bikaner have been started by the Security Intelligence Services Ltd. (SIS) on 10th February, 2010 and 147 candidates are receiving the trainings. These trainings will be completed on 10th March, 2010. SIS will provide certificate to candidates from IGNOU. The Central Association of Private Security Industry (CAPSI) has started trainings at 2 locations namely Kota and Ajmer on 10th and 16th February, 2010 respectively. The agency will provide certificates from The Global Open University (TGOU), Nagaland. 140 students are undergoing the trainings. The Jaipur Ex-servicemen Welfare Cooperative Society Ltd. (JEWCSL) has started trainings on 15th February, 2010 and 70 candidates are receiving the trainings. JEWCSL will also provide the certificates from The Global Open University (TGOU), Nagaland.

Under the Construction Academy project, interviews for the post of Instructors were conducted on 11th February, 2010. Six candidates were selected for electrical house wiring trade. Remaining 15 positions for two trades of masonry and plumbing and sanitation will be filled shortly. The process of tender notification for undertaking construction works of classrooms, workshop halls etc and the finalisation of equipments and tools to be placed in the academies is expected to be initiated by the end of March, 2010. The services of NAC, Hyderabad is being taken for finalising structural design of the building. They are also expected to provide syllabus, course content, pedagogy etc for running the courses.

Under the REX project, seven agencies/institutions were short-listed out of the 18 proposals for undertaking implementation of the strategic activities of the project. Presentations were done by the agencies on 19th February, 2010 under the chairmanship of the Principal Secretary, Labour and Employment. The final selection of agencies is in the process. The liaison and marketing component of the project will be handled by RMoL itself.

Under the sheep breed improvement project, during the month, trainings on group dynamics and on comprehensive practices of sheep rearing, disease control and breed improvement were organised for 86 SHG members. Six sheep shows were organised in collaboration with the department of animal husbandry in which 780 people participated. During the reference month, the 20 member Sheep rearers district level committee was formed. Till February, 2010, the project has facilitated health check up camps for 1380 sheep. During the month, meetings were organised with 32 Panchayat representatives of Dungargarh block of Bikaner district to aware them about the project and involve them in the implementation processes.

Under the pilot project for promotion of fisheries in cluster in Banswara district, 12 groups have been formed comprising of 102 members in the reference month. Baseline survey report of the project has been submitted by the implementing agency. Surprisingly nobody reported fishery as their ancestral occupation in-spite of availability of many ponds in the area. Six percent of the respondents affirmed their occupation in fishery for the last 1-2 years, otherwise majority are new in this project. The villagers, who reported to be engaged in fishery, did not report it as their primary means of livelihoods.

Under the beggar’s study, the consultant Sh. Rajnish Tuli, has submitted the final report. Major recommendation of the study is to develop a strong State Level “Anti Begging Policy” to create an environment against begging in line with the Bombay Prevention of Beggars Act (BPBA), 1959, which qualifies Begging at public places, a crime. The report also suggests rehabilitation action plan focusing on early child care and education, Schools for providing education in bridge mode through Non Formal Education System coupled with Vocational Training Support, Shelters (Night shelter/ Transit shelters/Shelter homes/ Permanent habitations), Child hotline, Rescue centre, Insurance and Old age pension.
- Under Financial Literacy project, during the month, 49 new training programmes were conducted in different places of Tonk district and a total 1991 participants were trained and benefited. Out of the total, 1076 participants were from Minorities Communities. Till February, 2010, total 223 training programs have been conducted to train 9564 women participants out of which 4415 are from minorities.
- Under the support services for migrant workers, 702 new labors in Aspur sub center of Dungarpur district have been registered. The number of registered labors is now 1900.
- Under the Kanjar project, 2 exposure visits of two groups to Udaipur, Dungarpur and Pratapgarh were arranged for the target Kanjar groups comprising of 15 members from Jhalarapatan block and 8 members from Gangadhar block. The members visited agriculture and vegetable farming, dari weaving and meenakari. Under the project, the first meeting of the District Advisory Committee held on 18th February, 2010 in the Chairmanship of the District Collector on issues related to sustainable livelihoods promotion of Kanjars at Jhalawar. Monitoring of survival cycle of three weeks of two families/ deras of Kanjars was completed. Survival cycle monitoring was done for the understanding of Kanjars livelihoods pattern. The Project Director, RMoL attended the National Meet, organized by Aide-et-Action at Raj Ghat, New Delhi and shared the RMoL work sphere with the participants.

The Project Director, RMoL visited UNDP office, New Delhi on 12th February, 2010 to discuss on various issues pertaining to AWP, 2009 and finalisation of activities under AWP, 2010.

Two RMoL officials participated in the workshop organised by MPOWER project (MITIGATING POVERTY IN WETERN RAJASTHAN) on 18th February, 2010 in Jodhpur to share RMoL sphere of works in Rajasthan. The project jointly funded by IFAD, Government of Rajasthan and SRTT is a poverty reduction initiative and will work in six blocks of Jaisalmer, Jodhpur, Pali, Sirohi, Jalore and Barmer districts of western Rajasthan.
- The District Manager, RMoL, Dungarpur participated in the two days National Workshop on “Comprehensive Rehabilitation of Persons with Hearing Impairment” during 26th -27th February, 2010 which was organized by AYJ National Institute for Hearing Handicapped, Mumbai under Ministry of Social Justice and Empowerment, Govt. of India and shared the efforts of RMoL for people with disabilities.
Initiatives at RMoL District Offices
- Responding to the District Collector’s request, the District Manager, RMoL, Dungarpur developed formats for Resource Mapping of 225 families engaged in the business of illicit liquor in the Dungarpur district.
- On request from Sub Divisional Officer, Dungarpur, the District Manager, RMoL, Dungarpur has developed a revival plan for Dungarpur dairy.
- The District Manager, RMoL, Tonk facilitated formation of five farmer clubs in the district with the help of an NGO Gramodaya Samajik Sansthan (GSS) and NABARD. NABARD has sanctioned financial assistance to these clubs in the project areas of GSS. Efforts are being made to encourage these Farmer clubs for adoption of agriculture related schemes and other convergence efforts.
- Constant support is being provided by the District Manager, RMoL, Tonk, to the implementing agency (CECOEDECON) in identification of potential trades for training and linkage of finances under implementation of GoR’s Navjeevan Yojana. The Lead District Manager, Bank of Baroda has agreed to support the interventions under DRI (Differential rate of interest) scheme.
- The District Manager, RMoL, Banswara, conducted the follow up meeting with the Executive Engineer, NREGA on planning to involve the Deputy Directors of Agriculture and Animal Husbandry and officials from Irrigation, Forest and PWD departments for collective convergence planning and to pilot the collective convergence efforts in 1-2 Panchayats of 1-2 blocks in the district.
- In the meeting held between the District Manager, RMoL, Banswara and CEO, Zila Parishad, Banswara, it was planned to orient the newly elected Sarpanchs of all the Gram Panchayats on block wise basis for effective implementation of NREGA schemes.
- The District Collector, Rajsamand issued instruction to Deputy Director, Animal husbandry, GM, DIC and CEO Zila Parishad to ensure timely implementation of the decisions taken in the district level convergence committee meeting held on 14th January, 2010 on implementation of programmes for bridging the gaps in their respective programmes. These decisions were based on the recommendations made by the District Manager, RMoL, Rajsamand.
- As advised by the District Manager, RMoL, Baran, the District Collector, Baran has issued instructions to the concerned Officer, Baran to register the group of Chakri Dance (well known at National and International level) under Societies’ Act to provide an identity to the folk group and further issued order to link the members with SC/ST Corporation schemes.
- The General Manager DIC, Baran nominated the District Manager, RMoL, Baran in the PMEGP Task Force as per the direction of the District Collector. The District Manager, RMoL then attended the PMEGP interviews held on Feb 20 for selection of 49 candidates
