The state level consultative workshop to share the draft report of the fisheries study conducted by Central Institute of Fisheries Education (CIFE), Mumbai with assistance from RMoL was held on 15th January, 2010 at IDS, Jaipur. The workshop was inaugurated by Sh. Harji Ram Burdak, Hon’ble Minister of Animal Husbandry, GoR and was attended by the Principal Secretary, Animal Husbandry, GoR, fishery department officials, experts, practitioners, NGO representatives and community members besides CIFE team members. Issues and concerns were discussed and feedbacks were given back to CIFE for finalisation of report. This extensive study is expected to guide in reformulation of fisheries policy for the state. As part of the study, CIFE is also developing Decision Support System (DSS), based on GIS data procured from State Remote Sensing Application Centre, Jodhpur.
Skill Development

So far, 774 skill training programmes have been approved for sanctioning to 295 Training Providers under the current financial year 2009-10. In-principle, sanction letter issued to 292 organizations for 759 programmes by Entrepreneurship and Management Development Institute, Jaipur, the nodal agency for organizing skill training programmes of RMoL. EMI has issued financial sanctions to 259 organisations for 497 programmes. A sum of Rs. 445.37 lakh has been sanctioned and Rs. 347.17 lakh disbursed so far. 195 programmes are on-going, while 192 programmes have been completed so far.

Updated list of training providers and courses sanctioned to them up to 12th January, 2010 have been sent to the Directorate Employment, District Employment Officers and Zila Parishads for use at their end.
Initiatives for Livelihood Promotion

Under the RISE project, a batch of 35 students completed their security education training through RMoL partner agency Jaipur Ex-Servicemen Welfare Cooperative Society during the month of January, 2010. All these students have been successfully placed in Gujarat, Delhi and Jaipur. The previous batch which completed their training in December, 2009 also got placed in Delhi and Jaipur.

Under the sheep breed improvement project, meetings of 20 SHG out of 34 SHGs were organised in the project areas of Bikaner district during the month and progress of project activities were reviewed. Follow up meetings were also organised with 152 SHG members who were given trainings in December, 2009 to gauge their awareness. As a follow up to the previous month’s sheep vaccination programme, health check up camps were organised with the help of the department of animal husbandry and 1380 sheep were benefited. Meetings were organised with the 32 newly elected Panchayat representatives to aware them about the project and ensure their active involvement.

Under the pilot project for promotion of fisheries in cluster, four groups have been formed in the reference month and interactions of field staff with them as group and at the individual level are underway to prepare them for core project activities.
- Under the beggar’s study for developing rehabilitation plan for Jaipur, Sh. Rajnish Tuli, consultant, submitted the qualitative exploratory phase report. The quantitative research survey is underway and expected to be submitted by the end of next month. The final report will assimilate recommendations and a detailed intervention plan.
- Under the promotion of small and micro enterprises project, CEE has submitted a fresh proposal for expansion of the project. The proposal envisages for strengthening of institutional structure of GramNidhi, efficient use of corpus fund, creation of new and innovative enterprises, provision of legal entity etc. The organization has been directed to give a detailed presentation on the progress made so far under the project and future plan of action for the expansion.
- Under the promotion of dairy project, the implementing agency SRIJAN has submitted a fresh proposal for expansion of the project for a period of three years. The agency in its proposal has envisaged for broader expansion of cluster for better diary farming for the disadvantaged group, more professionalism in value chain, and developing better decision making capacities. The agency has further proposed for formation of producers’ company in the third year of the project. The organization has been directed to give a detailed presentation on the progress made so far under the project and future plan of action for the expansion.
- Under the financial literacy project, during the reference month, a total 48 training programmes were conducted in different places of Tonk district and a total 1947 participants were trained and benefited. Out of the total, 1086 participants were from Minorities Communities. Total 174 training programs have so far been conducted up to Jan. 2010 and a total 7572 women participants have been trained out of which 3337 are minorities.
- Under the Kanjar project in Jhalawar, baseline survey was completed by the implementing agency IFFDC in 18 kanjar villages in 2 blocks of the district during the month. Total 689 respondents were covered in the survey.
Monitoring and Coordination

A detailed meeting was organised with the Deputy Director, Fisheries with representation of RMoL and the implementing agency, IGS on 25th January, 2010 at Jaipur to discuss and sort out some of the impending issues of procurement of fingerlings for the project at this period of time and provision of departmental trainings for the community and other technical help. The Deputy Director assured for all kinds of departmental help to the project.

The RMoL officer gave a detailed presentation on the domain and interventions of RMoL for livelihood promotion in Rajasthan in the workshop arranged by UNDP for their supported projects in UP and Bihar. The workshop was attended by officers of the concerned projects.

A meeting with New Concept Information Systems Pvt Ltd., the M & E agency posted by UNDP was arranged to finalize the formats of the M&E tools.

Under the PPCP, the PPCP consultant had a meeting with the UNDP on 3rd January, 2010 to discuss and finalise PPCP issues. Four PPCP projects have been finalised.
Initiatives at RMoL District Offices

The District Manager, RMoL, Dungarpur developed standard programme for the district to rehabilitate 225 families of bootleggers through strategic provision of alternative source of livelihoods under the Nav Jeevan Yojana. For implementation of the programme, MoUs have been signed by the District Collector with five NGOs.

Responding to the District Excise Officer’s request, the District Manager, RMoL, Dungarpur imparted technical training to 23 staff and chief functionaries of 5 implementing partners of Navjeevan Yojana in presence of District Collector and Additional District Collector.

In the District Level Review Committee Meeting the Collector formed a sub group to revise the Unit Cost for non-farm sector. District Manager-RMoL was nominated for the sub-group. As a member of the sub-group the District Manager made certain recommendations such as inclusion of some new units such as Computer Job Work and Mobile Repairing Unit and also revision of unit cost for auto rickshaw purchase which were accepted by the committee.

The District Manager, RMoL, Tonk participated in the workshop organised by partner organisation SRIJAN under LRC project. The workshop was conducted on ‘Feedback and Finalisation of Module’. In the workshop discussions were held on the module prepared for SHG, Micro-Finance and Dairy sector. District Manager provide inputs to the team and also suggested to prepare Hindi version of the manual so that it can be understood and used by federation women and para-professional who in turn can train SHG leaders and community members.

The District Manager, RMoL, Banswara has been nominated as the key representative of the SGSY special committee member cell and has done the review of special proposal “Integrated Development Intervention to enhance local Livelihood” in coordination of ADM, CEO, Zila Parishad, DDM, NABARD, LDM, and Deputy. Director, Agriculture.
- The District Manager, RMoL, Banswara had meetings with officials of Animal husbandry department and the MD, Mill Union on finalizing their role and responsibilities after the convergence of their input services offerings to cattle rearing farmers. It was further confirmed by the CEO, Zila Parishad that as per the acceptance of the Milk Union, DRDA may provide the MU to play the role of one of the facilitating agencies to implement group formation process under SGSY scheme.
- In Rajsamand district, the first meeting of District Level Convergence Committee held on 14th January, under the chairmanship of District collector. The District Manager, RMoL, Rajsamand, shared the action plan for youths to get employment in the marble and allied industry. The committee has agreed to the plan and the chairman has directed GM DIC to coordinate the efforts and organise trainings for youths with the help of training organisation like ITI, R-SETI, DCTC and coordinate the placement with the help of marble associations.
- The District Manager, RMoL, Rajsamand attended three BLBC meetings during the month. The District Manager discussed the possibility of convergence of various schemes to enhance livelihoods of the people.
- The District Excise Officer, Baran nominated the District Manager, RMoL, Baran in the Navjeevan Task Force (district level committee) for Non-alcoholism and assigned the task of identifying the various schemes and linking the trainees with different livelihood programs as per the direction of District Collector. Presently seven skill training programmes are implemented by five NGOs initially for 176 families.
