Planning and policy advocacy

  • The Hon’ble Chief Minister formally announced the reconstitution and renaming of Rajasthan Mission on Livelihoods in to Rajasthan Mission on Skill and Livelihoods to have renewed focus on skill development for youth in the state during the budget announcement for financial year 2009-10. It was further mentioned that RMoL will facilitate skill trainings to1 lakh youth in the state during 2009-10.
  • During the budget announcement by the Hon’ble Chief Minister, establishment of Rajasthan Institute of Security Education (RISE), and Construction Academy were mentioned specifically for enhancing job opportunities in the state.   
  • A formal detailed proposal has been put up for registration of RMoL under Section 25 (not for profit Company) of Companies Act. The proposal also entails establishment of Rajasthan Livelihood Council (RLC), a governing body for looking after and guiding all government agencies working in livelihood sector. RMoL will also come under the overall umbrella of RLC.     

Skill Development

  • So far 456 skill training programmes have been approved for 2009-10 and with this 192 training providers have been approved. In principle 60 Government ITIs, 21 KVKs, 17 General Education Colleges, 73 other agencies like ITC, RUDSETs, JSS, DCTC, Polytechnics, PIs and NGOs have been approved. Total 30 training programmes are ongoing.
  • First phase of the e-learning material for skill training on “Household Wiring and Repair of Domestic Electrical Appliances” has been completed. Final version of the soft copy has been received by RMoL and in turn has been distributed to 10 selected institutions for feedback.

Initiatives for Livelihood Promotion

  • A six months training for Empowering Visually-Impaired Persons have been initiated by RMoL on 8th July. In this respect a computer lab was set up at Netraheen Vikas Sansthan, Jodhpur. The batch consists of 9 candidates.
  • Concept note has been developed for creation of a 3 tier based web portal. Four EoIs have been received from different organizations for developing the portal.
  • The draft report on 'Fisheries Development Plan for Banswara District' has been submitted by CIFE, Mumbai.
  • Concept note on promotion of fisheries in clusters for Banswara district has been developed and is being shared with potential implementing agencies for further action.
  • With support from RMoL, Aajeevika Bureau has set up office at village Aaspur in Dungarpur district for implementing project on support services to migrant workers.
  • As desired by the Government of Rajasthan for deriving suitable livelihood strategy for Kanjar Community of Jhalawar (known for their notorious and unlawful activities), RMoL team paid two visits to the district and interacted with all stakeholders.
  • With support from RMoL, CECOEDECON has established office and Infrastructure in Baran to take up Livelihood Resource Centre (LRC) activities.
  • The Livelihood Resource Centre, Dausa, supported by RMoL and run by Saheli Samiti has conducted training on Zari Kashida and facilitated exposure visit to Goatery clusters.   
  • Four days training was organized between 27 -30 July, 2009 at National Labour Research Institute (NLRI), run by GVT, Ratlam, Madhya Pradesh for 34 participants represented by government officials and NGOs on ‘Support Services for Migrant Workers’.
  • Report on Livelihood patterns in Southern Rajasthan has been finalized.
  • Under Promotion of Dairy Cluster project, base line survey is underway. Two villages have been identified as the collection centres. Milk route plan is also been developed.

Monitoring and Coordination

  • The preliminary survey on “Impact of financial crisis on poor and marginalized women and men workers in Rajasthan”, supported by UNDP in Construction and Gems and Jewellery Sectors have been completed. The draft report is expected by 15th August.
  • Two separate visits were conducted by officials from RMoL to OTELP in Orissa and IFAD Project in Dehradun for documenting innovations under the respective projects.
  • An Experts' meeting was called on 25th July, 2009 to fine tune the ‘Pilot Project for cluster based sheep breed improvement project concept, gauge the feasibility of this activity, suggest implementation process and indicate possible impact of the project on livelihoods of the target group.
  • On establishment of construction academy project, invitation has been sent by the Principal Secretary, Labour and Employment to NAC, Hyderabad for engaging them as consultants.
  • In compliance to suggestions given by the Principal Secretary, Labour and Employment for arranging training programmes for parents whose children migrate to Gujarat preferably to work on BT cotton field, the District Manager, RMoL, Dungarpur is working in close coordination with Dakshini Rajasthan Majdoor Union (DRMU), PEDO, Shodh Sansthan and UNICEF.
  •  The District Manager, RMoL, Tonk has been included in the working group on Livelihoods formed to prepare the District Human Development Report. He has also been assigned the responsibility of writing a chapter on work participation in the district.
  • Under the project ‘Promotion of SME by Tribal’ a two day capacity building workshop to orient the field functionaries on the various aspects of enterprise development was organized in Udaipur by CEE in collaboration and support with RMoL.  Assessment survey for taking up this project is underway.
  • The market analysis report has been submitted by the Consultant, PPCP on possible collaborations under PPCP model. The consultant in turn has been suggested to finetune certain issues.
  • Meeting held with CAPSI (Central Association of Private Security Industry), New Delhi with regard to possible collaboration of CAPSI with RMoL for establishment of Rajasthan Institute of Security Education (RISE) project. CAPSI has agreed to work as knowledge partner for the RISE project and has also shown interest in implementing project through 2-3 centres.
  • The training programme on ‘Capacity Building of District Employment Officers’ on ‘Career Counseling and Guidance’ has been finalized for 18th -21st August’2009 for 22 Employment Officers of Rajasthan. Two resource persons from PSS Central Institute of Vocational Education, Bhopal have been invited for conducting the training.
  • A visit was paid to the National Centre for Promotion of Employment for Disabled People (NCPEDP), New Delhi to have an overview about the organizations that are working on PwD, collect secondary data and to identify different institutions/ experts working on disability across the country.
  • Interview for selection of District Manager, Banswara was done on 8th July 2009. Four candidates were called for the interview. Selection of one candidate has been finalized.  
  • Sh. B.L. Parthasarthy, Sr. Vice President, BASIX paid visit to RMoL to review progress on the activities. 
  • Sh. Vijay Mahajan, Chairman, BASIX visited RMoL office to review progress under Annual Work Plan, 2009.
