In the state budget for financial year 2010-11, Department of Labour & Employment has been entrusted to draft a policy on ‘Domestic Workers Security Act for Rajasthan’. Thus a workshop was convened by RMoL on 28th May, 2010 under the Chairmanship of the Principal Secretary, Labour & Employment, to have deliberations with NGOs, representatives of social society, academicians, researcher, etc on the subject. This enabled better understanding of the issues, and in turn comprehensive formation of the Domestic Workers Security act.

All necessary documents have been submitted to Registrar of Company, Noida for completing the formalities of registering RMoL as company. It is expected that within a week, an advertisement for assuring ‘NO OBJECTION’, would be placed in the newspaper. Thereafter 21 days would be required to acquire the license of company which would be issued by Ministry of Corporate Affair, Government of India to RMoL as Registration of Rajasthan Mission on Skill and livelihoods as section 25 company (not for profit).
- In view of the need to rehabilitation of beggars in Jodhpur, Sh. Rajnish Tuli, consultant has submitted his first draft of study. The study has a detailed intervention plan for Jodhpur.
- The first state level convergence meet under AWP, 2010 was organized on 25th May, 2010 under the chairmanship of the Chief Secretary, GoR and Dy. Chairman, RMoL and was represented by the Principal Sectaries, Labour and Employment; Planning; Small Scale Industries; Animal Husbandry and Fishery, Secretaries of DWCD and TADD and Programme Officer, UNDP, India. The event provided opportunity to discuss convergence avenues available through linking with various government department’s schemes and programmes.
- Under the Chairmanship of the Chief Secretary and Deputy Chairman, RMoL, modalities were worked out for implementation of REX project. It has been decided that the seven REX centres will be established in the offices of District Employment Officer of the respective divisions.
- Meeting was conducted with Joint Secretary, TADD on 21-05-10, for organizing skill training programme in Dungarpur, Sirohi, Banswara, Pratapgarh and Udaipur district. In this meeting 8 crore was sanctioned to RMoL for three years.
- The 6th Project Steering Committee meeting was successfully held on 24th May, 2010
Skill Development
- Out of 622 skill training programs either conducted or being conducted during the year 2009-10, 526 programs have been completed and remaining 96 programs were ongoing as on 31/5/2010. Proposals of 131 existing training providers were examined. Out of 435 training programs proposed, 311 skill training programs were approved by the Deputy Chairman for the year 2010-11. EMI has issued in-principle sanction to 42 training providers for 68 programs.
- Under RISE project, in total 2050 candidates had been pass out up to31st of May, 2010. Students trained by SIS were 280 and by CAPSI were 140. The new operational policy for RISE project was approved by RMoL and new MoU will be entered by 1st week of June 2010.
- Under the mobile van project, the fabrication of three mobile vans has been completed. The process of purchasing tools for mobile vans is in progress. An approval has also been given in the PSC meeting, held on 24th May 2010, for the purchase of one more mobile van.
- Under Overseas Placement Bureau, one training program is running in Jaipur, while training at Jhunjhunu and a training at Fatepur Shekawati has been conducted.
- As part of the action plan under the Construction Academy project, RMoL facilitated the exposure visits of six Principals of division level ITIs, during 9-15 May, 2010 to NAC, Hyderabad for field experience on the management of construction trade trainings. For commencement of courses by 15th June, 2010, a meeting was convened on 27th May under the chairmanship of the Principal Secretary, Labour and Employment and participation of RMoL and Department of Technical Education.
Initiatives for Livelihood Promotion

Under the Dairy project, the base line data have been collected from 342 families and SHG members. For animal health, 5 animal care and veterinary camps were organized. New SHGs are also formed and now, the total no. of SHGs are 59.
- Under the ‘Migrant support services’ in Aspur (Dist.-Dungarpur) sub-center has completed 230 registration and 60 youth counseled for special career counseling ( Enterprise training, on site training and life skill training). Here 3 students trained under Office Assistant and basic Computer skill training in Udaipur and one youth have been benefited with legal counseling while 2 legal cases have been registered. In Gadhi (Dist.-Basnwara) sub-center, 65 registration has been done and photo identity cards are also issued to them. 15 youth counseled for special career counseling
- Under the sheep breed improvement project, a fresh MoU has been signed with URMUL Trust for extension and expansion of the project during the month. As per the new MoU, the implementing agency will mobilise 12 more SHGs by involving 100 more farmers, and apart from this agency will strengthen the existing 38 SHGs representing 251 members.

Under the pilot project for promotion of fisheries in cluster in Banswara district, so far 9 ponds have been taken on lease by the community through facilitation of the implementing agency. The exposure visit of fish rearers to Ankleshwar in Bharuch district of Gujarat was conducted during 10th to 13th May, 2010 along with the Project team. The visit has immensely benefited the farmers in terms of modern techniques of fish rearing, fish culture, feed, medicines, preparation of ponds, productivity enhancement etc.

Under the ‘Tribal SME’ project, RMoL representative visited the project area and shared ideal bye-laws for SHGs and their federation including format of monitoring progress. Office Bearers and members are re-elected and more regulations are formed for better functioning of Gramnidhi. It’s made mandatory by the Gramnidhi Committee to purchase animals like goats, cows, etc of hybrid species (from Gramnidhi loan fund) insured by to secure poor families from accidental losses. 54 groups are formed and 12 ST male tribal trained on honey harvesting enterprises during 21-25 May, 2010
Monitoring and Coordination

MoU has been signed with Aajeevika Bureau to implement the “Livelihood Generation Project through Skill Training in Construction Sector and Placement Assistance” under PPCP model as a consortium of Rajasthan Mission on Skill and Livelihoods (representing government), Aajeevika Bureau (acting as implementing agency and representing Community) and Consolidated Construction Consortium Limited (CCCL, representing private company/industry) where 80 unemployed youth from southern districts of Rajasthan will be trained and provided meaningful and dignified employment in construction sector by CCCL.

Under M&E exercise for RMoL, pilot data filled in the data capture format by partners and RMoL team members. Further coding formats generated for DCF master data and filled data loaded in the M&E software. Comments on it shared with ‘UNDP’ and ‘NEW CONCEPT’. Sample data needs to be validated by the NEW Concept as per the M&E software requirement and shared with RMoL for feedback.
Initiatives at RMoL District Offices

The District Manager, Dungarpur in collaboration with district administration identified new potential areas for convergence of MGNREGA with govt. schemes and those were presented by the district Collector Dungarpur in strategic convergence meet at Jaipur chaired by Chief Secretary of Rajasthan. The District Manager, Dungarpur joined the team of district Collector in field monitoring visit of MGNREGA and participated in Ratri Choupal.

The District Manager, Banswara has visited to Garhi block on May 3, 2010 to explore the work of milk union and the prospects of formation of SHGs in the milk route. A field visit was also undertaken with Manager SGSY in Ghatol block to visit the artisans working on bamboo and wooden furniture.
- Meeting of district level convergence committee held on 22nd May at Rajsamand, under the Chairmanship of District Collector. The committee reviewed the progress of decisions taken in last meeting. Chairman directed respective departments to expedite the action on identified initiative. Chairman also directed to survey and develops a plan on marketing of custard apple in Khumbhalgarh bock. Chairman also directed to link more villages with the pasture land management.
- The District Manager-Tonk, had meetings with ground level staff and community under watershed programme. The trainings for SHGs were planned and conducted on 24th and 28th of May 2010 at Todaraising Block.
- The District Manager, Tonk also had meeting with the Deputy Director-Animal Husbandry and NGO (SRIJAN). NGO is mobilizing the community/SHGs in its project area to take part in vet camps. A proposal was prepared as per the directions received from Principal Secretary (L& E) for capacity building of MGNREGA team.
- A district level convergence meet was organized by District Manager, Tonk on the 1st of May 2010 with agenda of ‘Promoting Livelihood-Civil Society Interventions’. The deliberations concluded with scoping convergence and identifying weakness and threats to overcome the same in order to achieve the effective outputs of the existing schemes. It came out that there is lack of knowledge dissemination and coordination amongst stakeholders. Another District Level Convergence Committee meeting was held on the 20th of May 2010. In this meeting District Collector advised RMoL and Dairy Union to work together for promotion of third cluster for Dairy development.
- A District Level Convergence Committee meeting was organized by District Manger, Baran on the 14th of May 2010. District Collector advised RMoL to facilitate in organization of a camp for the trainees of the Navjeevan schemes link with the livelihood scheme of the different department.
