Planning and policy advocacy

  • A project proposal submitted to Secretary, Rural Development, GoR for developing Operational manual and Guideline for execution of NRLM in Rajasthan and also for the development of IT-enabled comprehensive District Livelihood Plans for 33 districts of Rajasthan. The total budget for this proposal is Rs. 2.4 crore.
  • The study on existing livelihood patterns of Tribal’s in Southern Rajasthan has been completed. Draft report for the same has been submitted by the consultant and feedback and comments has been noted and same has been sent to the consultant for submission of the final report.
  • Drafts of policy recommendation on ‘Migration, Employment’ have been submitted by the consultants and comments of RMoL on these studies have been sent to consultants.
  • Drafts of policy recommendation on ‘Person with disability’ have been submitted by the consultants and comments of RMoL on this study have been sent to department of Social justice and empowerment.
  • A draft of AWP-2011 has been drawn and submitted to UNDP for consideration.
  • An Expression of Interest (EOI) submitted to Rajasthan rural livelihood project for conducting baseline survey in the 17 districts of Rajasthan.

Skill Development

  • Proposals of 48 existing and new training providers were examined. Principal Secretary (L&E) approved 35 training programmes out of 101 requested. EMI has sanctioned   Rs.416.15 Lakhs for organizing 432 programmes. 120 skill training programmes are on-going and 110 programmes have been completed.
  • Under the project of Construction academy, The National Academy of Construction (NAC), Hyderabad has in principle agreed to provide certificates to the students of Construction Academies in view of suspension of NCVT certificates, which was agreed upon by NAC. The NAC team will conduct the requisite tests at all the seven academies. The Avas Vikas Ltd. (AVL), Jaipur, has agreed to undertake the construction work of academy buildings at six places i.e. Bikaner, Bharatpur, Ajmer, Kota, Udaipur and Jodhpur with an estimated individual building cost of Rs. 15.93 lakh and a total cost of Rs. 95.58 lakh.
  • Under the PPCP project on construction trade trainings, the first batch training concluded in the CCCL training units in Chennai and all the passed out 29 candidates were placed in construction units of the company.
  • Under the mobile skill training project, four districts have been shortlisted namely Tonk, Rajsamand, Baran and Barmer. Three agencies have been identified i.e. GVT (Gramin Vikas Trust), B-able (BASIX Academy for Building Life Long Employability) and BCT (Bhoruka Charitable Trust) for running the mobile van courses.  MoU with these agencies are being signed. The registration of all four mobile vans has been completed. The purchase of tools/equipments has been completed.
  • Under the E-Learning Programme and MIS development, final copy of 2 courses (Electric motor and Household wiring and Repairing of electrical appliances) has been submitted by STAM team. In MIS development some revised link is submitted by STAM. In the revised link and presentation made by them the work done till date is found satisfactory but still a lot of pendency lies at their end.

Initiatives for Livelihood Promotion

  • Under the fishery project, the first phase of the pilot project for promotion of fisheries cluster in Banswara district concluded on 22.11.2010. A review meeting was conducted with the implementing agency, IGS, on the concluding day to assess the outcome and deliverables.
  • The second phase of pilot project on sheep breed improvement concluded on 31st October, 2010. The implementing agency, URMUL Trust has achieved all the deliverables as per the MoU.
  • Under the tribal SME project, Four Enterprise management trainings were organized by CEE for managing the poultry, Goatery and Dairy enterprises. A new lot of 460 poultry broilers have also been purchased by the entrepreneurs from Hayala and Idaana villages. Further, 8 entrepreneurs from Bambora area have purchased 8 Sirohi bucks and 16 does from Devgarh Madaria village. 10 Kirana shops are earning profit of Rs 100 to 120 per day and backward linkage has been established from nearby towns and mandies. Gramnidhi intra NGOs networking process is initiated.
  • Under the project of Migration Support Services,544 registration and issuing of photo identity cards. 50 youth counselled for special career counselling (Enterprise training, onsite training and life skill training). 34 youth trained (30 in mobile repairing, 2 in light fitting and 2 in plumbing).1 bank account opened locally for a migrant family. One Legal workshop has been done.5 migrant linked with pension scheme and 6 with the insurance scheme and one direct placement has been done (in light fitting work through local constructor).
  • Under the project of Promotion of Dairy Cluster in Tonk District, final report has been submitted by SRIJAN. A manual on fodder & feed practices has been developed. As per the report, milk productivity of the identified animals has been increased by 10-50 % depending on service adopted. Increased income from milk i.e. Rs. 1-5 per liter. Ensured livelihood generation for 15 persons by milk collection.

Monitoring and Coordination

  • As directed by the Principal Secretary, Labour and Employment, RMoL officials undertook the visit to Ashiana Housing Ltd., Bhiwari to review their training centre and assess quality checkups. It was learnt that as part of CSR, Ashiana Housing Society are providing construction trade trainings as part of skill development programmes and are in need of certification and external assessment. 
  • The RMoL team visited the construction academy, Udaipur on 26.11.2010 to review the second batch of the training programme on plumbing & sanitation trade. Students at large appreciated the quality of training. It was observed that ITI Udaipur has implemented all the suggestions given by NAC team and points raised during the review of construction academy meetings in the past.  
  • The RMoL officials along with the fishery department officials of Udaipur and Banswara undertook the joint review of the fishery project areas of Banswara district during 24th – 25th November, 2010 and had detailed interactive sessions with the beneficiaries and the project staff of IGS & ASEEFA. The fishery department officials showed satisfaction over the progress of the project and recommended for further extension of the project for 3 more years for a greater impact. They further recommended for replication of this model in other areas of the district also.
  • RMoL (5 member team led by Dr. Rakesh Malhotra, Managing Director, RMoL) participated in a 2 day (17-18 Novemeber, 2010) Livelihoods India Conference 2010 organized by ACCESS Development Services. This Livelihoods India Conference on “Agriculture based Livelihoods: Opportunities and Potential for small and marginal farmers” was mainly focused on identifying and addressing the impediments faced by poor in scaling up their livelihoods from subsistence to sustainable levels.

Initiatives at RMoL District Offices

    • All the four District Managers were into conducting the Participatory Socio Economic Survey (PSES) for Ministry of Rural Development (MoRD), Government of India in 12 villages of 12 districts of Rajasthan. All the field level work is complete and report preparation work is in advanced stage.
